City of Keithsburg City Council met Oct. 9.

City of Moline Human Rights Commission council:

Mayor Reason opens the Meeting at 6:30pm

Pledge of Allegiance

Alderman Present: Donnie Cox, Melonie McLaughlin, Chad Weeks, Ronnie Brock, Don Truitt Not Present: Shaun Tippie

Public Comments:

1. Cash Receipts: Melonie made a motion to approve, Chad seconded; Motion carried with all “Yes” votes.

2. Cash Disbursement: Chad Made a motion to approve, Donnie seconded; Motion carried with all “Yes” votes.

3. Minutes from last Month’s Meeting: Ronnie made a motion to approve, Don seconded; Motion carried with all “Yes” votes.

4. Water and Sewer:

Ion Solutions: Chad McCleary spoke about the Quote for the New meter at the plant, we can subtract $800 since we will not need the reducers they quoted since Ragan will be fabricating those. The quote will be 3,317.74 Chad made a motion to approve, Melonie seconded; Motion carried all “Yes” votes.

They replaced all the hour meters at all three lift stations, will make it easier to track the pump hours.

Chad also spoke about the elevated levels of Manganese and recommended the city gets a sand filtration system before the EPA mandates the Manganese levels. The difficulty the city will face with getting a filtration system, grants or loans would require the city to switch to metered water.

5. Maintenance:

City Improvement Fund: Skyler mentioned to the Council that we should put an improvement fund on the City bill to help with projects and priorities around town. Skyler explained that the cost of everything is rising, along with water maintenance portion, that we should consider raising the rates, if we don’t, we will not be able to afford to fix anything. This fund that would be attached to the city bill can go to numerous projects around town, including cleaning up the town and properties, beautification, and providing more for the community. The council would like to have a special meeting to discuss more of this topic.

6. Fire Department:

Mike Sponsler spoke about the ambulance contract with Genesis that is ending December 31st, 2023, there are currently no bids for an ambulance service.

The First Responder and EMR classes will be starting in January and will be held in Aledo. Mike strongly advises that Joy, Seaton and Keithsburg form a district. Tax Levy will need to be raised, currently Keithsburgs Fire Department only make $3400.00 a year. If we do not raise the tax levy and form a district along with finding more Volunteers to be First Responders, and EMT, then citizens will be without any ambulance service. It is very important that this happens so Keithsburg can get their Ambulance up and running to provide service to the community, so they don’t have to drive themselves.

7. Police:

Mayor Reason Appointed Christopher Defrieze to be the Keithsburg Police Chief. Defrieze would like to appoint a Police Committee, Shaun, Don and Donnie will be on this committee. Donnie made a motion to approve, Ronnie seconded; motion carried all “yes” votes.

8. Campground: Racheul Malcom mentioned that this was her last year being campground host. Applications for the Campground host position will be available soon.

9. Zoning: Nothing to report

10. Resolutions and Ordinances: Nothing to report.

11. Other:

Halloween Trick or Treat: Kayla mentioned that the parents would like trick or treat to be 6-8. Project Communitree: Keithsburg received a grant for 189 trees from Forest ReLeaf in Missouri. Variety of nut, fruit, flowering, and impressive fall color trees will be planted throughout town along with the campground. Volunteers will be needed to help plant next spring. The fire department will water them.

Matt Willit’s De-annexation: Eric is still working on it.

Band Shell construction will start in March. Blue Jay Barns will be building the Stage.

Closed Session:

Chad made a motion to closed session, Ronnie seconded; Carried with all “Yes” votes.

Adjourn the Meeting: Donnie made a motion, Chad seconded; Motion carried with all “Yes” votes.
