City of Rock Island Inspection Commission met Feb. 21.

Call to Order and Roll Call 

Chair and Vice Chair were both absent. Brent Husser was appointed temporary chair, and called the meeting to order at 6:05pm and read roll call. 4 members were absent, 5 members were present.

Public Comment

There was no one present to make any public comments. The meeting continued.

Approval of the Agenda

Adjustments were made to the agenda, removing Item A, Self-Rental Inspection Presentation, and limiting item B, Review and Discuss Contractor Registration Ordinance Outline, to only General Contractors. Chair Brent Husser recommended the motion to approve the agenda with the adjustment. Paul Guse made the motion to approve the agenda with adjustments, Greg Gowey seconded the motion. The motion carried unanimously on a vote 5 to 0.

Approval of the Previous Meeting Minutes

Chair Brent Husser moved to approve the minutes for January 17, 2024. Tamra Holmes approved the motion. Greg Gowey seconded the motion. The motion carried unanimously on a vote 5 to 0.

Old Business

B. Review and discuss contractor registration ordinance outline.

Staff requested feedback regarding the outline of the ordinance. Discussion relating to General Contractors was had. Key feedback points were to consider stipulations regarding property owners pulling permits on their owner-occupied home, creating a list of guidelines that permit holders are to follow, raising the fees for registration and implementing a separation between residential and commercial contractors. Contractors providing an unlimited roofing license are subject to automatically be considered as commercial, limited roofing license contractors would not be able to register as commercial contractors. Commercial contractors would need to meet higher bond and insurance requirements than residential contractors. The commercial/residential differences would exist for Mechanical Contractors as well.

Discussion is to continue regarding electrical and mechanical contractor regulations, and suspension/revocation circumstances.

Staff will provide a more in-depth document at the next meeting.

Chair Brent Husser moved to adjourn. The motion carried unanimously on a vote 8 to 0. Meeting adjourned at 7:00pm.
