City of Lewistown City Council met Oct. 22.

Here are the minutes provided by the council:

LEWISTOWN LIQUOR COMMISSION MEETING

COMMITTEE MEMBERS: Douglas Lafary (Commissioner), Kevin Delmastro, Linda Helle, John Spotloe, Sally Clark. Absent: Sally Clark, also attending David Levingston.

BUSINESS TO DISCUSS: Discuss Change of Ownership for RJH Enterprises, Doing Business As The Rocket Tap. Name of corporation is not changing only ownership.

Recommendation by Kevin Delmastro, second by Linda Helle all in favor to accept the change from Jack and Billie Simmons to Cecil Ray for RJH Enterprises DBA as The Rocket Tap. Adjourned meeting at 6:19 p.m. by John Spotloe.

LEWISTOWN CITY COUNCIL MEETING

The Lewistown City Council met in regular session in the council chambers. Mayor Douglas Lafary called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

Invocation: Pastor Walmsley

ROLL CALL:

PRESENT: Alderperson Jim Long, Brad Ward, Kendall Miller, David Levingston, John Spotloe and Mayor Doug Lafary. Also present: City Clerk Cindy Goddard, City Treasurer Debby Brown, Administrative Assistant Levi Peitzmeier, Public Works Director Evinn Palmer, Police Chief Chris Ford and City Attorney Nathan Collins.

ABSENT: Alderperson Sally Clark

DECLARATION OF QUORUM by Mayor Doug Lafary

CLERKS REPORT/MINUTES: Cindy Goddard.

Alderperson Miller made a motion to approve the minutes of October 8, 2024, second by Alderperson Spotloe, the motion carried all ayes.

Report- Nothing tonight.

TREASURER'S REPORT: Debbie Brown. Only treasurer's report.

ATTORNEY'S REPORT: Attorney Nathan Collins. Nothing tonight.

ENGINEER'S REPORT: Keith Plavec. No Engineer present,

PUBLIC COMMENTS AND PETITIONS: No one

COMMITTEE REPORTS:

Finance/Insurance/Zoning - Alderperson Clark: Absent.

Sewer - Alderperson Spotloe: Nothing to report. Public Works Director said Vac truck is still getting worked on. They worked on Avenue E and Monroe fixed a sewer line.

Streets & Allies - Alderperson Levingston: Nothing to report.

Police/ESDA --- Alderperson Ward: Chris Ford said there were two fires at the towers and both the patrolman volunteered to come work the fire. Better coverage for the city with Austin DeWester starting to patrol.

Water - Alderperson Miller: On November 12 he wants a water committee meeting to discuss Fluoride.

Utilities/Publications - Alderperson Long: Nothing

Public Buildings & Grounds - Alderperson Long: The dump truck having issues with injectors and the bed is rusting out. Possibly needs to replace it and get estimate for new one. Jimmy wants to give Evina permission to get a price for a light tower. Mayor dismissed the window agreement with Mr. Livingston.

Tourism - Alderman Miller: Free Wiener Roast and Spook trail on Saturday night beginning at 4:30 p.m., Spook Trail at 6:30 p.m.

Tax Increment Financing - Alderperson Spotloe: Later in meeting.

Citizens Committee - Amanda Sutphen not present.

Christmas Committee - Kenny Haacke more participants this year, VFW having where kids can purchase gifts for their family, then Erin Ahart at Sycamore Acres is doing gingerbread cookie decorating for the kids. Next meeting is November 18 at 6:30, then filling candy bags on December 5.

Economic Development Committee --- Erin Ahart reminded everyone about the "Decorate a Door" and hand out candy at Central School on the 31st. Different mapping groups have done things so far. Beautification picked up old paint and electronics. Also a window decorating contest for Halloween is taking place. Chamber has new folders to distribute.

WORKS DIRECTOR'S REPORT

Evinn Palmer Director, public works fixed a water leak that Reba Ford and June Russell reported to him.

UNFINISHED BUSINESS:

1. Discuss/Act Upon Updated Higgin's TIF Agreement corrected to 18 months.

NEW BUSINESS:

Updated Ordinance 2024-5

1. Discuss/Act Upon Change of Ownership for RJH Enterprises doing business as The Rocket Tap - Committee met prior to Council meeting. Discussed ownership from Jack and Billie Simmons to Cecil Ray. Name is not changing on liquor license. Motion by Alderperson Spotloe to approve the change of ownership of RJH Enterprises doing business as The Rocket Tap from Jack and Billie Simmons to Cecil Ray, second by Alderperson Ward, roll call vote motion carried all ayes.

2. Discuss/Act Upon 1st look at Evaluations for the Website Redevelopment Project Submissions from nine companies. Decided to have only Illinois business to do our website. Alderperson Miller suggested that the committee of Utilities/Publications/Public Buildings and Grounds have a meeting prior to next meeting to discuss different submissions for redoing the City of Lewistown website. MOS Web design $10,750.00, Bald Man Marketing (Mike Osborn) $13,000.00 with $125.00 a month fee, and Corktree $26,000.00. Tabled at this time.

PRESENTATION OF BILLS:

Levingston questioned why we are paying late fee on bills. Levi Peitzmeier just said he was behind on paying bills and opening mail. Mayor Lafary told him he needed to call the companies to get late fees and interest off.

Alderperson Miller made a motion to approve all bills properly endorsed; Seconded by Alderperson Long roll call vote, the motion carried with all ayes.

CLOSED SESSION: No closed session

ADJOURNMENT:

Alderperson Ward made a motion to adjourn at 7:00 p.m.; motion carried all ayes,
