City of Colona City Council met Nov. 25.

Here is the agenda provided by the council:

CALL TO ORDER:  6:00 p.m.

MAYOR’S REPORT:

1.    Second announcement of Tax Levy – Tax year 2024, payable 2025 – levy amount to be $798,000, which is an estimated 25% decrease in the tax rate.    Final EAV verified by the County.  The Tax Levy Ordinance will be on the City Council Agenda for approval at the December 9, 2024 meeting.

2.    Announce release of grant of $100,000.00 for general infrastructure improvements.  Application needs to be submitted to DCEO.

3.    Election lottery to be held at City Hall on Wednesday, November 27, 2024, 4 p.m.  Announce office and names of candidates on ballot.

4.    Mayor will be conducting department head and non-bargaining unit employee reviews soon.

COMMITTEE REPORTS:  

CONSENT AGENDA:

1.    Approve payment of bills/Claims by vendor report for the period of November 12-25, 2024 

2.    Approve payroll for the period November 11-25, 2024

3.    Approve minutes from November 13, 2024 City Council Meeting

OLD BUSINESS:

1.    Motion to remove from table:  Approve business license for Polished & Rustic – issuance of business license upon receipt of taxpayer ID.

2.    Approve business license for Polished & Rustic – issuance of business license upon receipt of taxpayer ID.  FEIN received.

3.    Motion to remove from table:  Discuss and possible approval of Ordinance O-24-07, an Ordinance Amending City Code Title 1 “Administration”, Chapter 7 “City Officers and Employees” to Establish the Position of City Collector.  Proposed draft in packet.

4.    Question raised by Alderman Stablein as to section 1-7D-2 Term of Office, whether Mayor has the authority to appoint and set term of office.  Answer:  The authority to make appointments of officers within the municipality is statutorily mandated to the Mayor, along with term of office with appointments.  See 65 ILCS 5/Art. 3.1 Div. 30 heading – Sec. 3.1-30-5, a and c.  Copy in packet.

5.    Discuss and possible approval of Ordinance O-24-07, an Ordinance Amending City Code Title 1 “Administration”, Chapter 7 “City Officers and Employees” to Establish the Position of City Collector.  Proposed draft in packet.

6.    Motion to remove from table:  Budget amendment to 2024-25 budget for addition of City Collector effective December 1, 2024 thru April 30, 2025.

7.    Approve budget amendment to 2024-25 budget for addition of City Collector effective December 1, 2024 thru April 30, 2025.  Proposed budget amendment in packet.

NEW BUSINESS: 

1.    Approve appointment of David Karr and Rich Henson to the Zoning Board of Appeal to fill empty spots.

2.    Approve Mayor moving forward with obligating ARPA funds by entering into contracts or purchasing needed equipment for water/sewer/wastewater treatment plant.  Waive bidding requirements for purchases under $25,000.00, as needed funds need to obligated by contract or purchase order by December 31, 2024 or the remaining funds must be returned to issuing authority. 

3.    Approve Green Rock/Colona American Legion Post 1233 to stay open one hour later on New Years Eve, Tuesday, December 31, 2024.  Closing at 1am rather than midnight.  To include all other licensed establishments requesting the same accommodation from the City’s Liquor Commissioner/Mayor.

4.    Approve and accept proposals 0012132, 0012133, and 0012134 from Electric Pump for the purchase of new FLYGT non-clog sewage pumps as specified in quotes, total of four pumps.  Pumps are for lift stations – two pumps for Poppy Garden Road, one pump for Willowhaven Mobile Home Park, and one pump for Kershaw Mobile Home Park.  Electric Pump is the area FLYGT pump dealer making them a single source supplier.  Authorize Mayor to execute any and all documents, purchase orders or contracts in regard to purchase of pumps included in quotes.  Funding from ARPA funds.  Total price for all three proposals $63,687.00.

5.    Approve budget amendment for the payment of gWorks invoice 2019-25983, annual subscription for SimpleCity Desktop Financial Accounting for the term starting 01/01/2025 and ending 12/31/2025.  Budget amendment:  Maintenance Equipment 100-100-4120, original budget $35,500.00, increase $7,300.00, new amended budget $42,800.00.  To be paid out of general fund cash 100-000-1000.  Please see attached explanation and invoice.  Jen Legare will be present to answer any questions/concerns.

CLOSED SESSION: 5 ILCS 120/2 SEC 2a, 2c

1.    Exception 2c (5) – The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.

2.    Exception 2c (6) – The setting of a price for sale or lease of property owned by the public body.

3.    Exception 2c (11) – Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.

4.    Exception 2c (2) – Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.
