Hopkins, Village Clerk Hearing of the Citizens: ? Jerry Kerckhove wanted to discuss a past due water / sewer bill he had for his property at 1053 Mansur Avenue. It was explained to him that needed to be brought to the Public Works Committee Meeting at 6:00 p.m. Tuesday October 11, 2016 here at Village Hall. Village President’s Agenda: ? Village Engineer Loren Rains presented a Drainage Plan for Argillo Creek and 1st Avenue Box Culvert. Loren explained the plan that was written out in a letter dated September 29, 2016, which provides a three step plan to address the drainage issues for the box culverts carrying the Argillo Creek drainageway through the Village. The plan will address restricted flows through the box culverts and creek, the restriction of flow at Railroad crossing which causes the deposits of silt and the slowing velocity and volume of the creek prior to reaching IL Route 84 (2nd Avenue). 1. The cleaning of the structure at 1st Avenue and the creek between 1st Avenue and the structure at the railroad crossing. The restriction at the 1st Avenue structure is approximately 50%. After the structures and creek have been cleaned, the project will also include channel armoring with gabions or other approved methods for streambank stabilization. 2. Providing new drainage structure under the railroad tracks at the second bend from the 1st Avenue structure (refer to attached plan). This current structure only has about 25% of the capacity of the 1st Avenue structure. This restricts the flows which causes the silt to settle out and deposit in the creek and in the upstream structures. 3. Provide regional detention basins for north and south legs of Argillo Creek west of IL Route 84. As Argillo Creek flows down the bluff, the speed or velocity increases in turn erodes more and picks up more sediment/silt. If this water can be released at a slower rate, then the downstream structures and creek have a lesser probability of damage. Once again, please refer to map for approximate area of these ponds. During Phases 2 and 3, some maintenance/cleaning might be required depending on the time between phases. ? The Board did direct Loren Rains, Village Engineer to provide a proposal for the engineering for phase 1. This then will be discussed for approval at that time. Nick Gottwalt plan to attend the Bi-State Regional Commission 50th Anniversary, Wednesday October 26, 2016 11:00 a.m. at Camden Centre, 2701 1st Street E. Milan, IL. ? Village Treasurer Nick Gottwalt plans on attending his second year of the Illinois Municipal Treasurer’s Association’s Institute and Advanced Seminar for Treasurers, November 13 – 17, 2016 at Doubletree Hotel in Bloomington, Illinois. Registration Fee is $410.00. Old Business items discussed: ? Key Equipment did contact Nick Gottwalt, D.O.C.A.S. about doing a demo with street sweeper, there is a company in the Bloomington, IL area. The cost would be $100.00 per hour for cleaning, not sure if the travel time would also be billed at the $100.00 per hour rate or a different rate. Trustee Keith Curry has a brush that will work, the Village will just need to rent a skid loader to use the brush attachment. Tentatively have this planned for the week of October 10-14, 2016. ? Mississippi Valley Pump has picked up the new sewer master pit meter from the Village Hall on Tuesday October 4. They will be reading the installation information on the meter, making sure they have all the hardware to install, and then install the meter soon at Ruth Road. New Business items discussed: ? Pump House B – there is a leak at the master pump for chlorine chemicals, the seal inside needs replaced, this is actually part of the Pump House – not just the small chemical pump. Larson Pump may need to pull the pump to repair. It is located on Well 4 at Pump House B. ? Pump House A – repair to pump motor on Well 1, was taken apart by Larson Pump and lightning had struck the motor causing the damage and need for replacement. This was stated on their invoice of just over $5,000.00. D.O.C.A.S. Gottwalt has filed a claim with the insurance company, this should go under the Village’s insurance and the Village would just owe the $500.00 deductible.
