Village President Bill Hintz called the meeting to order at 7:20 p.m.

Village President’s Agenda:
• Budget Officer Karen Hopkins presented he Tentative Budget for Fiscal Year 2017.
o Basically, went over the Tentative Budget for 2017 by Fund, explaining how figured in the different line items. o The Budget Hearing is scheduled for Tuesday December 20, 2016, 7:00 p.m. at Village Hall.
Committee Meetings:
• New Village Hall Meeting had been set at the New Village Hall Meeting November 21, 2016 for 5:00 p.m. on Wednesday February 1, 2017.
Old Business Items Discussed:
• Update on Sewer Master Meter & Sewer Bill from East Moline:
• Email update from Village Engineer Loren Rains on Argillo Creek Survey Project:
o Completed checking the flowline from the box culvert on IL 84 to the box culvert at the Railroad tracks. o Flowline is obstructed in multiple spots and will require cleaning from the IL 84 box to the Railroad box which is approximately 4500-ft. o McClure survey department will do creek cross sections next week so we can have the information required to complete plans and develop removal quantities for the ditch cleaning project. o The leg between Todd Cantrell’s drive (first bend) and the second bend at the Railroad tracks, the elevation is flat and has at least a foot of silt for the entire section. o The leg that runs parallel to the Railroad tracks, there are 2 beaver dams (which both contain approximately 1.5-ft of silt at each dam) and debris blocking the box at the Railroad.
o After the survey is complete Loren will provide the Village a proposal for engineering services for the Argillo Creek Cleaning Plans.
• Update on EPA Non-Compliance letter and action that is being taken to comply with information the IL EPA is requesting and to correct the problem:
o Village Maintenance Crew has inspected the head of Well #4, cut necessary grass and weeds, picked up trash, checked on ground water or run off from parking lot, etc. No ground surface water at site or drainage from parking lots, etc. o Monitoring same was taken to the City of Moline lab for testing, as suggested by Jack Kusek,
McClure Engineering. Sample taken Thursday December 1, 2016 came back good. o Jack Kusek with McClure Engineering in Ottawa, IL plans to do a site visit to look over the situation at Well #4 and the Sewer Master Pit meter on Wednesday December 8, 2016. Jack will go over the site, sampling techniques with the Maintenance Operators. o Jack Kusek will send written response addressing the non-compliance letter sent to the Village from IL EPA, he will outline what has been done, test result of additional testing, and the next steps to investigate what the problem might be, etc.
• Maintenance Operator’s Dan Clark and Ronald Banks Murphy have taken their IL Certified Water Operators Test on December 5, 2016 and now waiting for test results.
• IL EPA sponsored free tire disposal event for municipalities in Rock Island County. The City of East Moline offered to host this event with the help of Rock Island County Health Department. The Maintenance Department ended up taking over 500 tires to this event for disposal.
• Property Line Pins at 1001 Mansur Avenue – the one on the Northeast corner is 1 foot deep, underground. McClure survey crew was going to be out this way, so they were going to put a lath board in and/or paint the ground where the pin is located.
New Business:
• Wednesday November 30, 2016 there was a water main break on the Valley View side of 207 Pleasant Avenue. Village Maintenance Operators Dan Clark and Banks Murphy repaired the main break using clamps that were already in stock.
Motion 1: Motion by Neels to establish the Consent Agenda, as follows:

Acknowledge and ratify Motion 1 made by Trustee Larry Scott by adding to Consent Agenda when establishing Consent Agenda at the November 15, 2016 Board Meeting and Second by Trustee Todd Cantrell, to accept Hoerr Utility Contractors Estimated Bid to perform slip line repairs to sewer mains needing repair as found in the 2016 television of Sewer Mains and authorize Village President Bill Hintz to execute the proposal for work to be done in December 2016. c. Publish the Tentative Annual Budget for Fiscal Year 2017, by publication in the Journal of the Proceedings of the Corporate Authorities, and by posting at the Village Hall and the Carbon Cliff Post Office, for at least 10 days prior to the passage of the Annual Budget. d. Set the Budget Hearing for 7:00 p.m. on December 20, 2016, at the Village Hall. e. Adopt Ordinance No. 16-18, “An Ordinance Providing For The Levy And Assessment Of Taxes For The Fiscal Year Beginning January 1, 2016, And Ending December 31, 2016, Of The Village Of Carbon Cliff, County Of Rock Island And State Of Illinois.” f. Approve the purchase of two (2) “L” shaped desks from Allmakes Office Furniture, Inc. for a cost of $649.00 each; and four (4) desk (not L shaped) from Allmakes Office Furniture, Inc. for a cost of $399.00 each – Total purchase price $2,894.00.
