Village Of Carbon Cliff Village Board Trustees met Jan. 3.

Here is the minutes as provided by the Board:

Village President Bill Hintz called the meeting to order at 7:00 p.m.

Members Present: Keith Curry, Robert Dreher, LeeVon Harris, Alma Neels, and Larry Scott

Members Absent: Todd Cantrell

Others Present: Chris Hicks, Dispatch / Argus Reporter; Loren Rains, Village Engineer; Ben Allen,

Deputy Clerk and Nick Gottwalt, D.O.C.A.S.

Village President’s Agenda

 Village President discussed Ordinance No. 2017-01 “An Ordinance Approving The Adoption Of The ICC

2012 Group Of Codes By Reference With Certain Amendments For The Village Of Carbon Cliff, Illinois.”

 Village President discussed the hiring of Poncho Hare, to the position of Full-Time Maintenance Operator

at an annual salary of $35,000.16 under a 90-day / 3-month probationary period. Employment is contingent

upon satisfactory performance evaluation by Concentra Health Services of Essential Job Functions and

satisfaction of a complete background check. DOCAS Gottwalt updated the Village Board on the

interviews conducted with the potential applicants. DOCAS Gottwalt listed the pros and cons for hiring

each applicant and made a recommendation to hire Poncho Hare to the position. The Village Trustees felt

Mr. Hare had the needed qualifications, would make a good fit, and since he was hired under a probationary

status, if things did not work out, the Village would be covered.

Meetings / Conference items discussed:

 Dan Clark, Village Maintenance, will be attending the Illinois Section of American Water Works

Association’s WATERCON 2017 on Tuesday, March 21, 2017. The Village received a free session, so the

cost of sending Dan will only include travel costs, estimated at $189.00, lodging costs at $129.00 plus

applicable tax, and food costs, estimated at $50.00.

hearing in the above entitled matter will be held at the offices of the Commission, Chicago, Illinois,

Michael A. Bilandic Building, 160 North LaSalle, Suite C-800, on January 25, 2017 at the hour of 1:00

P.M. – Placed on view for Public Comment; and

 Village President reported on the Illinois Commerce Commission – December 27, 2016; MidAmerican

 Village President reported on the I-EPA - Notice of Application for Permit to Manage Waste (LPC–PA16),

Site Name: John Deere Foundry Landfill – Route 84 and 14th Avenue, East Moline, IL 61244 – IEPA ID #

1618100017 – Description of Project: A supplemental Permit application for renewal of permit 2015-052-SP is being submitted to IEPA for approval to allow John Deere to continue experimental testing of

agricultural equipment on top of the landfill – mainly seeding and tilling. – Placed on view for public

comment.

Old Business:

 Rock Island County disposed of 40.72 tons of tires during the December collection event sponsored by the

Illinois EPA. Peoria County was the only county to collect more than Rock Island with 42.49 tons of tires.

New Business Discussed:

 The maintenance department wanted to know how soon the Village would be purchasing the Polaris Utility

Vehicle. DOCAS Gottwalt had spoken to Budget Officer, Hopkins earlier that day and was informed that

property taxes usually do not come in until the first part of June. DOCAS Gottwalt and Budget Officer

Hopkins decided that the end of March or early April would be a good time to purchase the vehicle. This

information was presented to the Village Board and it was suggested by the Board that since the winter

weather hasn’t been that bad, we should pursue getting the vehicle now. DOCAS Gottwalt told the Board

he would talk with maintenance they would get a quote prepared for the cost of the vehicle and present it

to the Board at the January 17th meeting.

 Dan Clark, maintenance department, met Chuck with Mississippi Valley Pump regarding the replacement

& repair of the No. 2 High Service Pump at Pump House B. The GE VFD (Variable Frequency Drive) that

controls the pump has failed. Chuck will be submitting a quote to the Village. Village Board agreed that

if it needs to be replace immediately, the Village President may authorize an emergency expenditure and

they will ratify it at the following meeting.
