Hearing of the Citizens:

Village President Bill Hintz announced the Carbon Cliff Methodist Church at 106 2nd Street will be closing at the end of June 2017. Christ United Methodist Church in East Moline and Silvis has acquired the Carbon Cliff Methodist Church property.

Rev. Roger Perry introduced himself and several that came in support from Christ United Methodist Church. He informed everyone the Christ United Methodist Church as received the property, with the church long history back to the 1800s in Carbon Cliff, the would like to use the church building to help the Carbon Cliff Community with a Christian based community center. With possibility after a successful development of the Community Center and moving forward becoming a new church start.

Rev. Perry gave possible uses for the Community Center: The Hall could continue to be rented by the community for events such as class and family reunions, birthdays, graduation parties, etc. Encourage the Village Board of Trustees to schedule events in the facility, including village wide gatherings, town events, festivals, 5k runs, etc. Weekly meal could be planned for people provided funding and volunteers could be found for this. Facility could be used for weddings and funerals under the direction of the Christ Church Multisite Ministries. Possible Food Pantry location. Library and children’s events could be scheduled there, possible youth ministry including youth retreats, possible tutoring, ESL classes. A venue for local musician concerts once a month, art from local artists could be displayed on a regular basis, possible Sunday Night worship gathering would be offered that would include the kind of music that people nearby enjoy. A future desire of Christ Church United Methodist would be to see a new church develop that would be primarily made up of Carbon Cliff people.

Village President’s Agenda items discussed:

• There was much discussion on disbanding and discontinuing the New Village Hall Committee. It was decided to remove this item from the Consent Agenda. Village President Bill Hintz plans on being at all the future New Village Hall Committee Meeting. They are set for the 1st & 3rd Thursday of each month at 6:00 p.m., starting Thursday June 15, 2017 6:00 at current Village Hall (106 1st Avenue), until the Committee is no longer needed and we have moved.

• Village President Hintz talked about the Special Committee is setting up to oversee the Village Food Basket Program. This committee will meet once a month from September through January each year and report to the Village Board.

Committee Meeting items discussed:

Village Employee’s Ben Allen, Nick Gottwalt, and Karen Hopkins have been requested to attend the Administration Committee Meeting, Tuesday June 13, 2017 7:00 p.m. at Village Hall.

During the Recess – Newly Elected Officials were sworn in.

Village Clerk Karen L. Hopkins, swore in newly elected Village President Bill Hintz.

Village President Bill Hintz called the recessed meeting to order at 8:13 p.m. New Board have been sworn in and took their seat.

Administration Committee: Cantrell, Curry & Harris “Chairman”.

Public Properties Committee: Cantrell, Dreher & Scott “Chairman”.

Pulled from Consent Agenda and will not be voted on at this meeting was 3. d. Motion to waive the bidding process for towing service designated under Title II, Article 4, Section 25 of the Village Code, and name Grisham’s 24-hour Towing Service Inc. and Monson Tow & Recovery, 929 14th Avenue, East Moline, Illinois as the designated authorized agent in accordance with Title II, Article 4, Section 25.4, of the Village Code, and shall name Grisham’s 24 Hour Towing Service Inc. and Monson Tow & Recover, 929 14th Avenue, East Moline, Illinois, as authorized garage in accordance with Title II, Article 4, Section 25.5(b) of the Village Code. The is a problem because Grisham’s is not in business any longer, it has been sold and the new company is supposed to be located in Davenport. D.O.C.A.S. Gottwalt will check into QC Towing, which Rock Island County uses.

Restrict parking (No Parking) on the following streets: Old Colona Road from Troy Drive to the East, Old Colona Road from Troy Drive to the West to and include Villa Pines Circle, all of Troy Drive beginning at new Colona Road, all of Orchard Lane, Oakwood Court, Lincolnwood Drive, Lindenwood Avenue, Woodlawn Avenue, Whispering Oaks Court, and Kingsbury Drive from July 10, 2017 to July 16, 2017, in accordance with Title II, Article 4, Section 24 of the Village Code.

e. Approve the purchase of a Rust-Oleum Striping Paint Machine ($145.00), a “No Parking” parking lot stencil ($90.00), a Handicap Symbol parking lot stencil ($95.00), one case “six cans” of Rust- Oleum Inverted Striping Paint – Blue ($48.00) and one case “six cans” of Rust-Oleum Inverted Striping Paint – Yellow ($48.00) from ULINE for a total cost of $463.46 (Including shipping).

f. Adopt Ordinance No. 2017-11, “An Ordinance Adopting Prevailing Wage Rates”.

g. Approve a proposal from Olson Concrete to saw cut, tear out and replace two 6’ X 5’ sections of sidewalk at 1001 Mansur Avenue, to make the building handicap accessible. Total cost of project figured using the Prevailing Wage rates is $3,984.00.
