5. Village President’s Agenda:

a. Motion to approve a proposal from Nature Scape Lawn Care in the amount of $1,529.00 to aerate and seed 149k square feet of property located at the Carbon Cliff Park, Baseball Fields.

b. Motion to approve a Contract Agreement with McClure Engineering Associates Inc., to provide a preliminary design for the detention ponds of Argillo Creek drainage-way west of IL Route 84 to be used for the submittal of grant applications. Estimated engineering cost of $6,200.00, to be done under a Time & Materials contract.

c. Motion to adopt Ordinance No. 2017-21 “An Ordinance Authorizing Village President And One Village Trustee That Is A Signor At The Bank To Execute Fed Transaction EDI Notification Agreement With Blackhawk Bank And Trust, Between The Village Of Carbon Cliff And Blackhawk Bank & Trust.” (Ordinance adds Ben Allen as a Village Representative to receive email notices of EDI “Electronic Data Interchange” & ACH notices for Village account activity from the Federal Reserve Bank.)

d. Motion to adopt Ordinance No. 2017-22 “An Ordinance Authorizing Execution Of A Proposal For Professional Engineering Services – Argillo Creek Detention Ponds Preliminary Design, With McClure Engineering Associates Inc., East Moline, IL”

e. Motion to authorize Village Director, Nick Gottwalt, DOCAS, to execute Illinois Department of Revenue Form PTAX-300 “Application for Non-Homestead Property Tax Exemption – County Board of Review Statement of Facts”. Allowing the tax exemption on 1001 Mansur Avenue, Carbon Cliff, effective October 1, 2017.

f. Motion to authorize execution of a letter, signed by two authorized bank signors, to Triumph Community Bank to close the following accounts and transfer the current balances to the corresponding account funds at Blackhawk Bank & Trust: Non-Utility Fund; W/S/G Utility Fund; Special Service Area #3 Bond & Interest; Corporate General Capital Reserve Fund; Water Capital Reserve Fund; Sewer Capital Reserve Fund; Building Capital Reserve Fund, Hotel Accommodation Tax Fund; Home- Rule Municipal Tax Fund; Home-Rule Roadway Tax Fund; Motor Fuel Tax Fund and W/S/G Utility Fund for Credit Card Payments.

g. Village Clerk, Karen Hopkins will present the 2017 Tentative Assessed Valuation for the Village.

a. Quad Cities Convention & Visitors Bureau Annual Meeting, Wednesday, September 20, 11:30 a.m. at Augustana College. $35 per person, $275 per table of 8. Reservations due by September 13th.

b. 2017 Illinois Municipal League, 104th Annual Conference – September 21-23, 2017, Hilton Chicago. Access to online registration and hotel reservations is now available. Registration cost for IML Members is $310.00. Hotel room rate is $254.00 per night plus taxes and fees. Please see Nick if you are interested in going this year. Bill Hintz, Alma Neels & Leevon Harris will be attending.

c. Illinois Rural Water Association, 13th Annual Northern Conference, October 24th & 25th at Giovanni’s Restaurant & Convention Center, Rockford, Illinois. Registration for members is $150.00, hotel rooms starting at $89.95 a night. Register by October 13, 2017.

d. Genesis at Work, Alcohol and Drug-Free Workplace Training for Supervisors. November 8, 2017 from 2–4p. $60.00 per person for a two-hour class. Register online at www.genesishealth.com/training

1. Motion to approve a proposal from VentPro in the amount of $2,250.00 to clean, sanitize, and perform a video camera inspection on the air system at 1001 Mansur Avenue.

2. Motion to approve an estimate from Edrman Construction LLC in the amount of $31,650.00 for the construction of the Board Room at the New Village Hall, located at 1001 Mansur Avenue.

3. Motion to approve an estimate from PipeCo for Time and Materials not to exceed $_________ for electrical work to be done inside the new Village Hall Board Room located at 1001 Mansur Avenue.

10. Old Business:

a. Discuss email from Jack Kusek, McClure Engineering dated September 11, 2017 about EFI Telemetry System. This is an email response from Village Engineer Jack Kusek about Aaron Dreas, EFI’s (Engineered Fluid Inc.) inspection of the telemetry system after its failure to contact the maintenance department when water tower was emptied during the large water main break on Old Colona Road. Some of these short-term fixes maybe cover by the Village’s insurance. Clerk Hopkins is working on a claim, the adjustor has been out, and working on sending in repair invoices, etc.

Mr. Kusek has it divided out into WTP A (Water Treatment Plant – Pump House A) and for WTP (Water Treatment Plant – Pump House B) Short term fixes for alarms, etc. If we do not work with getting the alarms and dialers working properly, it could cause damage to the pumps and other parts of the water infrastructure. The long-term fixes could wait and be phased in with a Radium Treatment Plant that we will probably be required to build within the next five years.

b. Motion to authorize Village Director, Nick Gottwalt, D.O.C.A.S., and Village Clerk, Karen Hopkins, to proceed with the short-term repairs, turn necessary paperwork into insurance claim, and look into available credits from Mid-American Energy, etc.

c. Update on IEMA Pre-disaster Mitigation Grant for applying for Grant Fund to help address the problems with Argillo Creek Flooding.

• Deadline for the IEMA – Pre-disaster Mitigation Program is October 24, 2017 to have filed in Springfield with Ron Davis.

• There are conference calls happening every week with information being gathered by everyone in their respective knowledge base, etc.

• Lisa Ahren is taking the lead, setting up the conference calls, helping determine needed information and who should be responsible for gathering the information.

• Next scheduled meeting is here at the Village Hall on Wednesday September 20, 2017 at 1:30 p.m. Lisa Ahren, Bi-State Regional Commission, Village Engineer Loren Rains, and Village Clerk Hopkins all plan to be in attendance.

• The application is a very detailed and tedious process. Ron Davis has been very helpful on guiding us on what the FEMA Mitigation Grant processors are looking for and what information scores higher, etc.
