Moline City Council met December 19.

Here is the minutes provided by the Council:

Council Meeting: The City Council meeting came to order at 6:19 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: Alderman Turner gave an Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Potter, Turner, Schoonmaker, Waldron and Berg present. Absent: Alderman Wendt. Alderman Wendt joined the meeting at 6:40 p.m.

Items on Consent:

Approval of Minutes & November Financial Report Committee-of-the-Whole and Council meeting minutes of December 12, 2017, and the November Financial Report.

Second Reading Ordinances-

1. Council Bill/General Ordinance 3052-2017

An Ordinance amending Chapter 21, “Nuisances In General,” of the Moline Code of Ordinances, Section 21-1100, “Defined,” by enacting one new subsection (22) pertaining to garbage and debris; and Chapter 32, “Vegetation,” of the Moline Code of Ordinances, Section 32-1100, “Weed Abatement,” by repealing subsections (e) and (f)(1) in their entirety and enacting in lieu thereof new subsections (e) and (f)(1) relating to the same subject matter.

2. Council Bill/General Ordinance 3053-2017

An Ordinance amending Chapter 8, “Buildings And Other Construction And Building Services,” of the Moline Code of Ordinances, Section 8-4101, “Amendments To Moline Property Maintenance Code,” by enacting one new subsection (p) pertaining to method of service and consecutively renaming the remaining subsections of Section 8-4101.

3. Council Bill/Special Ordinance 4053-2017

A Special Ordinance requesting the County Clerk to not extend 2017 taxes for payment of all principal and interest on City of Moline General Obligation Corporate Purpose Bonds.

4. Council Bill/Special Ordinance 4054-2017

A Special Ordinance authorizing the delivery to and sale of alcoholic liquors for City-approved special events at The Q.

5. Council Bill/Special Ordinance 4055-2017

A Special Ordinance setting the annual meetings schedule for 2018; and authorizing City staff to do all things necessary to notify the media of the 2018 annual meetings schedule.

6. Council Bill/Special Ordinance 4056-2017

A Special Ordinance adopting a City of Moline policy entitled Policy Prohibiting Sexual Harassment.

Resolutions 7. Council Bill/Resolution 1191-2017

A Resolution authorizing the Mayor and City Clerk to execute an Agreement with USI Insurance for liability, property and workers’ compensation insurance for a period of one year commencing on December 31, 2017.

8. Council Bill/Resolution 1192-2017

A Resolution approving and accepting proposed changes to prior contract language as agreed to by and between the negotiators for the City of Moline and the International Association of Fire Fighters (IAFF), Local 581, relating to wages, hours of work and certain other conditions of employment for the contract term January 1, 2018, through December 31, 2018; and authorizing the Mayor and City Clerk to execute an Agreement incorporating said changes with the International Association of Fire Fighters (IAFF), Local 581, relating to wages, hours of work and certain other conditions of employment.

Mayor Acri, upon consultation with City Attorney Maureen Riggs, moved Council Bill 1193-2017 from the Consent Agenda to the Non-Consent Agenda, so that Alderman Parker may abstain from the vote.

9. Council Bill/Resolution 1194-2017

A Resolution authorizing the Utilities General Manager to approve Change Order #8 with Williams Brothers Construction Inc., for the North Slope Wastewater Treatment Plant Improvements Project, in the amount of -$5,803.93.

10. Council Bill/Resolution 1195-2017

A Resolution authorizing approval of a sole source purchase from Swaploader U.S.A. LTD., for a Hooklift Hoist and Accessories in the amount of $109,009.60.

Omnibus Vote: Alderman Parker, seconded by Alderman Rodriguez, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

Items Not on Consent:

Second Reading Ordinances-

11. Council Bill/General Ordinance 3054-2017

An Ordinance amending Chapter 23, “Parks And Recreation,” of the Moline Code of Ordinances, Section 23-2102, “Rules Of Conduct Applicable To All Parks,” by enacting one new subsection (c)(22) and one new subsection (d)(7) pertaining to the feeding of waterfowl in City Parks.

Adopted: Alderman Parker, seconded by Alderman Turner, moved to adopt Council Bill 3054-2017. Motion carried on roll call with the following vote: ayes: Aldermen Parker, Potter, Turner, Schoonmaker, Waldron and Berg; nays: Alderman Rodriguez.

Resolutions-

12. Council Bill/Resolution 1193-2017

A Resolution approving the remote electronic attendance of Second Ward Alderman David Parker, Jr., at the Committee-of-the-Whole and City Council meetings of January 9, 2018, due to other City business.

Approved: Alderman Rodriguez, seconded by Alderman Waldron, moved to approve Council Bill 1193- 2017. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none. Alderman Parker abstained from the vote.

13. Council Bill/Resolution 1196-2017

A Resolution authorizing the Human Resources Manager to execute a policy with UnitedHealthcare-BP to provide reinsurance coverage for medical and prescription drug benefit claims for a one-year period commencing on January 1, 2018.

Approved: Alderman Parker, seconded by Alderman Turner, moved to approve Council Bill 1196-2017. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Potter, Turner, Schoonmaker and Berg; nays: none. Alderman Waldron abstained from the vote.

First Reading Ordinances-

14. Council Bill/General Ordinance 3055-2017

An Ordinance amending Chapter 31, “Taxation,” of the Moline Code of Ordinances, Article I., “Hotel-Motel Taxes,” by repealing Sections 31-1101(a) and 31-1102A in their entirety and enacting in lieu thereof new Sections 31-1101(a) and 31-1102A dealing with the same subject matter.

Motion for Consideration: Alderman Parker, seconded by Alderman Potter, moved to consider Council Bill 3055-2017. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

Adopted: Alderman Parker, seconded by Alderman Potter, moved to adopt Council Bill 3055-2017. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

Council, Staff and Citizen Comments:

Alderman Parker mentioned that he had a conversation with City Attorney Maureen Riggs earlier today regarding the new land at Turner Farms that is open for deer hunting. Alderman Parker did not anticipate hunting on farm land when the ordinance passed. He thought the hunt was only to curb the urban deer population. January 14, 2018, is the end of the deer hunting season. Alderman Parker requested a recap of where the deer were harvested and to look into hunting in such an area next year. City Attorney Riggs confirmed that the Bealers’ own Turner Farms, and the hunting area on said property is outside the City’s leased premises, but still inside the City limits.

Alderman Schoonmaker mentioned the information that City Engineer Scott Hinton brought up about a potential transfer of Capital Improvement Program (CIP) project funds in an earlier e-mail to Council. Upon inquiry, City Administrator Maxeiner responded that he was agreeable to the transfer if the Finance Department was in agreement, as well. Alderman Schoonmaker made a motion to reallocate those funds as indicated in Mr. Hinton’s e-mail. Seconded by Alderman Berg. For clarification, City Engineer Hinton confirmed that staff located enough funds to cover all but $75,000 of the deficit in the Capital Improvement Fund (CIF). Said fund transfer would be a total of $871,095. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

Jeff Anderson, City Planner, shared that he attended a meeting related to strategic planning for the future of The Mercado with The Mercado organizers and hosted by Global Communities. Mr. Anderson shared a gift from Maria Ontiveros on behalf of The Mercado. The gift is a picture book of snapshots from throughout The Mercado operating season.

J.D. Schulte, Public Works Director, shared that by the end of December, the City will probably exhaust all of its engineering funds it has been paying to Strand, its engineering partner. The City still has $2.1 million in contingency funds. The City will continue to pay Strand out of the contingency fund.

Lori Wilson, Parks Recreation Director, shared that the Sylvan Island Ribbon Cutting is this Thursday, December 21, 2017, at 11:00 a.m. She invited everyone to attend.

Bryon Lear, Library Director, mentioned that the Library will launch its brand new Civic Plus website tomorrow. It will share the same common elements as the City of Moline website. He invited everyone to check out the website and express feedback.

Ron Miller, resident, expressed his concern about the waterfowl ordinance. He asked the City to check to see if there is something special they do on the Iowa side of the river, as they have fewer geese over there. He also wished everyone a Merry Christmas and thanked Mayor, Council and staff for their work this year.

Executive Session:

Alderman Parker, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Collective Negotiating Matters-5 ILCS 120/2(C)(2) and Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1). Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

City Council convened in Executive Session at 6:44 p.m.

Alderman Rodriguez moved to adjourn Executive Session, seconded by Alderman Parker. Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

Council reconvened in open session at 7:41 p.m.

Alderman Parker moved to adjourn the City Council meeting, seconded by Alderman Schoonmaker. Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Schoonmaker, Waldron and Berg; nays: none.

Council adjourned at 7:41 p.m.

The next regularly scheduled City Council meeting is on January 9, 2018.
