Village Of Carbon Cliff Village Board of Trustees met January 2.
Here is the minutes as provided by the board:
Village President Bill Hintz called the meeting to order at 7:05 p.m.
Members President: Keith Curry (arrived at 7:07 p.m.), Robert Dreher, Leevon Harris, Alma Neels
Members Absent: Cantrell, Scott
Others Present: Chris Hicks, Dispatch / Argus Reporter; Loren Rains, Village Engineer with McClure
Engineer Associates Inc.; Nick Gottwalt, Director of Community & Administrative
Services (D.O.C.A.S.); & Karen L. Hopkins, Village Clerk
Village President’s Agenda item discussed;
• Discussed the boiler problems here at the New Village Hall:
o D.O.C.A.S. Gottwalt had called Peterson Plumbing to check over boiler and furnace, prior to
the Village staff moving to the building.
o D.O.C.A.S. was with Peterson Plumbing while they were cleaning the boiler and starting it
up, he then had to leave to meet another vendor. D.O.C.A.S. believes all they did was clean
them and start them up.
o Trustees feel we need to call Peterson Plumbing and get their work order or report on the
findings.
o Call Kale Heating & Air Condition to type up the proposal.
o Call another heating company to have them look at boiler and give a proposal.
• Discussed the disposal of Christmas Trees.
o Christmas Tree disposal is not included in the garbage disposal contract with East Moline,
Carbon Cliff, & Republic Service.
o Republic Services would do it but bill the Village directly for the service, they verbally
quoted $85.00 per hour plus a cost per tree picked up, and the landfill charges. It is felt this
could be expensive and not cap for charges, etc.
o Millennium Waste quoted the Village $196.00 per haul and a little over $36.00 per ton with a
minimum of one ton due to the bulkiness of the trees. Maintenance Department will pick
them up the week of January 22, 2018 thru January 26, 2018.
Old Business Items discussed:
• The automatic transfer switch from Cummins was delivered to Pump House A today, Tuesday
January 2, 2018.
• Discussed the McClure Engineering Associates, Inc, Preliminary Opinion of Probable Construction
Cost for the Grand Illinois Trail. Carbon Cliff’s portion of the 20% match portion for Construction
is $395,123.19 and projected 20% Portion for Construction Engineering is $53,880.00.
o Explain the high cost arises from having to build retaining wall along the trail coming down
off the hill. May build the retaining walls from a different barrier material to cut cost.
o Village Engineer Loren Rains and Village staff will start looking for alternatives that would
save cost.
Motion 1: Motion by Neels to establish the consent agenda as follows.

a. Adopt Ordinance No. 2018-01, “An Ordinance Of The Village Of Carbon Cliff, Illinois,
Establishing A Recycling Program” (Section 20.5 Title II, Article 7)
b. Approve DOCAS Nick Gottwalt’s conference and hotel registration for the 2018 Illinois
Association of Floodplain Management Conference, March 14-15, 2018 at the Tinley Park
Convention Center “Holiday Inn”, 18451 Convention Center Drive, Tinley Park, Illinois.
