Resolutions

1. Council Bill/Resolution 1012-2018

A Resolution authorizing City staff to do all things necessary to implement the 2018-2022 Façade Improvement Program.

Explanation: The purpose of the City of Moline’s Façade Improvement Program (FIP) is to provide financial assistance to property owners (or tenants with property owner’s approval) for the rehabilitation of facades located within the City of Moline. All the rehabilitation work will be reviewed by the City of Moline’s Design Committee with respect to the building’s architectural integrity to ensure that every reasonable effort is made to preserve its distinguishing stylistic features and that the building remains a cohesive element in its surrounding streetscape. This program has been developed for calendar years 2018, 2019, 2020, 2021 and 2022 (January 1 – December 31) with funds from the General Fund, and funding for 2019, 2020, 2021 and 2022 will be determined during the budget process. Staff is requesting authorization to implement the Program on behalf of the City, including application review and approvals, and Loan Agreement, Promissory Note, Real Estate Mortgage and Personal Guarantee execution and recording as necessary in accordance with the application guidelines and requirements. 2. Council Bill/Resolution 1013-2018

A Resolution amending Budget Resolution #1183-2017 by authorizing changes to various line items in the budget for FY 2018.

Explanation: Budget amendments are compiled periodically throughout the fiscal year and presented to City Council for approval. These amendments are proposed to reflect recent changes to the current budget that avoid any adverse affect to the City’s legal budgetary compliance. Additional documentation attached.

3. Council Bill/Resolution 1014-2018

A Resolution authorizing the Mayor and Police Chief to execute an Equitable Sharing Agreement and Certification between the Federal Government and the Moline Police Department setting forth the requirements for participation in the Equitable Sharing Program and certifying all receipts and expenditures of federal forfeiture funds, property and interest during the last fiscal year.

Explanation: The Federal Government requires that the Police Department annually enter into a formal agreement and provide certification of receipts and expenditures of federal forfeiture funds and property. Additional documentation attached.

4. Council Bill/General Ordinance 3003-2018

An Ordinance amending Chapter 15, “GARBAGE AND TRASH,” of the Moline Code of Ordinances, Section 15-2203, “SPECIAL EXCEPTIONS,” by enacting new subsections (27), (28), and (29) allowing for curbside automated garbage and recycling collection in three subdivisions not currently receiving the service.

Explanation: The City requires refuse collection to occur in the public right-of-way. City authorized garbage or recycling trucks cannot collect refuse along private drives without a special exception from the City Council. There are currently 27 neighborhoods that have received this special exception, as the City has many neighborhoods that are only served by private roads. Since the City provided refuse collection to the neighborhoods in the past, Council found that it would cause undue and serious hardship to cease refuse collection when the City changed to automated refuse collection. Staff would like to begin curbside automated garbage and recycling collection in three subdivisions not currently receiving the service. These locations are the 1400 block of 51st Street Drive, which is a new development, the 3100 block of 27th Street Drive, and the 3700 block of 47th Street Drive, which are existing subdivisions.
