Moline City Council met Feb. 8.

Here is the agenda provided by the Council:

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: There was no invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Parker, Wendt, Potter, Turner, Waldron and Berg present. Absent: Aldermen Rodriguez and Schoonmaker.

Items on Consent: 

Approval of Minutes 

Committee-of-the-Whole and Council meeting minutes of January 23, 2018.

Resolutions 

1. Council Bill/Resolution 1012-2018 

A Resolution authorizing City staff to do all things necessary to implement the 2018-2022 Façade Improvement Program.

2. Council Bill/Resolution 1013-2018 

A Resolution amending Budget Resolution #1183-2017 by authorizing changes to various line items in the budget for FY 2018.

3. Council Bill/Resolution 1014-2018 

A Resolution authorizing the Mayor and Police Chief to execute an Equitable Sharing Agreement and Certification between the Federal Government and the Moline Police Department setting forth the requirements for participation in the Equitable Sharing Program and certifying all receipts and expenditures of federal forfeiture funds, property and interest during the last fiscal year.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Parker, Wendt, Potter, Turner, Waldron and Berg; nays: none.

Items Not on Consent:

First Reading Ordinances 

4. Council Bill/General Ordinance 3003-2018 An Ordinance amending Chapter 15, “GARBAGE AND TRASH,” of the Moline Code of Ordinances, Section 15-2203, “SPECIAL EXCEPTIONS,” by enacting new subsections (27), (28), and (29) allowing for curbside automated garbage and recycling collection in three subdivisions not currently receiving the service.

Council, Staff and Citizen Comments: 

Alderman Parker reminded the Committee that Chief of Police John Hitchcock was tasked to work on a traffic plan for the John Deere Middle School area. Alderman Parker directed Chief Hitchcock to work on a similar traffic plan for the Hamilton School area. Parking at Hamilton School is an issue after school. People are parking in driveways, and the parking conditions are hazardous. Chief Hitchcock will try to do a presentation concerning John Deere Middle School next week. After that, he will work on the Hamilton School traffic/parking issue. Mayor Acri mentioned that she would like Chief Hitchcock to develop a good relationship at all the Moline schools.

Executive Session: Alderman Parker, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Property Acquisition-5 ILCS 120/2(C)(5). Motion carried on roll call with the following vote: Ayes: Aldermen Parker, Wendt, Potter, Turner, Waldron and Berg; nays: none.

City Council convened in Executive Session at 8:23 p.m.

Alderman Potter moved to adjourn Executive Session, seconded by Alderman Wendt. Motion carried on roll call with the following vote: Ayes: Aldermen Parker, Wendt, Potter, Turner, Waldron and Berg; nays: none.

Council reconvened in open session at 8:34 p.m.

On motion of Alderman Parker, seconded by Alderman Berg, Council adjourned at 8:34 p.m.
