Moline City Council met February 27.

Here is the minutes provided by the Council:

Council Meeting: The City Council meeting came to order at 8:04 p.m. The Council met in regular session in the Council Chambers at City Hall.

Pledge: The Council and audience recited the Pledge of Allegiance.

Invocation: Alderman Wendt gave an Invocation.

Roll Call: Roll call was taken with Mayor Acri, Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Waldron and Berg present. Absent: Alderman Schoonmaker.

Items on Consent:

Approval of Minutes & January Financial Report-

Committee-of-the-Whole and Council meeting minutes of February 13, 2018, and the January Financial Report.

Second Reading Ordinances-

1.Council Bill/General Ordinance 3004-2018

An Ordinance amending Chapter 20, “Motor Vehicles And Traffic,” of the Moline Code of Ordinances, Appendix 10 thereof, “Parking Prohibited At Any Time,” by including 8th Avenue, on the south side, 20 feet to the east and west of 15th Street A.

2. Council Bill/General Ordinance 3005-2018

An Ordinance amending the Zoning & Land Development Ordinance of the City of Moline, Illinois, by enacting thereto an amendment of the Zoning Map, incorporated thereto as Section 35-3103. (Shawn Larson, 1300 block of 6th Avenue, south side)

3. Council Bill/Special Ordinance 4004-2018

A Special Ordinance authorizing the Mayor and City Clerk to execute an Agreement with Action Valley Paintball, LLC, to lease a portion of Green Valley Park for the purpose of operating a paintball field that is open to the public.

4. Council Bill/Special Ordinance 4005-2018

A Special Ordinance authorizing the Mayor and City Clerk to execute an Agreement with John Rogers DBA Roy’s All Fed Up to sell food and beverages from a mobile concession stand along a portion of Ben Butterworth Parkway.

Resolutions 5. Council Bill/Resolution 1030-2018

A Resolution authorizing the Mayor and City Clerk to accept two (2) Deeds of Dedication for Street Right-of-Way more particularly described herein to allow construction to proceed on Project #1280, 46th Street Reconstruction, North of 21st Avenue.

6. Council Bill/Resolution 1031-2018

A Resolution authorizing the Mayor and City Clerk to execute a Contract with Walter D. Laud Inc., for Project #1292, 2018 Inlet and Catch Basin Replacement Program.

7. Council Bill/Resolution 1032-2018

A Resolution considering all Rules and Regulations adopted by the Board of Fire and Police Commissioners (Board) concerning “Chapter V – Applications for Original Appointment – Fire and Chapter VI – Examinations for Original Appointment – Fire;” and approving same as an exercise of the City’s Home Rule Powers.

8. Council Bill/Resolution 1033-2018

A Resolution authorizing the Mayor and City Clerk to execute an Agreement with Express Services Inc., doing business as Express Employment Professionals, for temporary and seasonal staffing services beginning March 1, 2018, through February 29, 2020.

9. Council Bill/Resolution 1034-2018

A Resolution authorizing the Mayor to sign and submit the 2018 Community Rating System Annual Recertification to the Federal Emergency Management Agency’s National Flood Insurance Program for floodplain management.

Omnibus Vote: Alderman Parker, seconded by Alderman Wendt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Waldron and Berg; nays: none.

Items Not on Consent:

First Reading Ordinances-

10. Council Bill/General Ordinance 3006-2018

An Ordinance amending Chapter 11, “Fire Prevention And Protection,” of the Moline Code of Ordinances, by repealing Section 11-3106, “Costs And Penalties,” in its entirety and enacting in lieu thereof one new Section 11-3106, “Costs And Penalties,” relating to the same subject matter.

11. Council Bill/Special Ordinance 4006-2018

A Special Ordinance authorizing the Mayor and City Clerk to execute an extension of a Lease Agreement with Grind and Dine, L.L.C., dba Java Lab Grind and Dine Cafe, permitting a portion of the Moline Public Library, at 3210 41st Street, to be utilized as a coffee shop.

Motion for Consideration: Alderman Parker, seconded by Alderman Wendt, moved to consider Council Bill 4006-2018. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Waldron and Berg; nays: none.

Adopted: Alderman Parker, seconded by Alderman Wendt, moved to adopt Council Bill 4006-2018. Motion carried on roll call with the following vote: ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Waldron and Berg; nays: none.

Council, Staff and Citizen Comments:

Ray Forsythe, Planning & Development Director, mentioned that he and City Attorney Maureen Riggs met with Retail Strategies today for approximately three hours. They had lunch at the Element Hotel and viewed the retail space at this location. They also discussed the entire City relative to retail space and the priority areas; such as, Dolan Commons, the Menard’s property, SouthPark Mall, The Mills and Target. Retail Strategies is going to share some potential retail opportunities with staff in the future.

Don Goff, Information Technology Manager, explained that the left monitor in Council Chambers is not working. The person who fixed the City’s monitors last year has retired. The new vendor requires that the monitor be removed and taken to its facility for repair. The left monitor should be fixed sometime next week.

Alderman Rodriguez thanked the Boy Scout members for coming to the Council Meeting this evening. He shared that it is important for young people to get involved in City government.

Alderman Parker thanked the Police Department and Public Works for taking part in the events at the Taxslayer Center this weekend. He heard great comments concerning all activities this weekend.

Alderman Wendt announced that the Quad City Steamwheelers arena football games have begun. He encouraged everyone to attend. Tickets are affordable.

J.D. Schulte, Public Works Director, will be making announcements on road closures concerning the I-74 Bridge project in the near future. In particular, a portion of 5th Avenue will close permanently this weekend. Mr. Schulte will issue a newsflash concerning the road closures.

Alderman Waldron thanked Public Works staff for the business plan that was presented this evening.

Alderman Berg encouraged everyone to visit a new store on either 4th or 5th Avenue. The owner is having a grand opening next Friday, March 9, and she is going to invite the City Council. Alderman Berg also mentioned that she recently had dinner at Thai Fusion on Cityline Plaza, and the food was really good. She encouraged everyone to support Moline businesses.

Executive Session:

Alderman Parker, seconded by Alderman Wendt, moved for Executive Session, for the purpose of discussion of Pending, Probable or Imminent Litigation-5 ILCS 120/2(C)(11), Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees-5 ILCS 120/2(C)(1) and Property Acquisition-5 ILCS 120/2(C)(5). Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Waldron and Berg; nays: none.

City Council convened in Executive Session at 8:15 p.m.

Alderman Parker moved to adjourn Executive Session, seconded by Alderman Potter. Motion carried on roll call with the following vote: Ayes: Aldermen Rodriguez, Parker, Wendt, Potter, Turner, Waldron and Berg; nays: none.

Council reconvened in open session at 8:56 p.m.

On motion of Alderman Parker, seconded by Alderman Potter, Council adjourned at 8:56 p.m.

The next regularly scheduled City Council meeting is on March 6, 2018.
