Village of Carbon Cliff Village Board of Trustees met January 16.

Village President Bill Hintz called the meeting to order at 7:00 p.m.

Village President’s Agenda item discussed;
• Ordinance No. 2018-02, “An Ordinance Of The Village Of Carbon Cliff, Rock Island County, Illinois, Amending The Carbon Cliff Village Code To Provide For A Cable/Video Service Provider Fee.” This ordinance confirms a fee of 5% of gross revenue is imposed on any holder providing cable service or video service in the Village. The holder, Mediacom, shall be liable for and pay the service provider fee to the Village. The payment of the service provider fee shall be due on a quarterly basis, forty- five (45) days after the close of the calendar quarter. If mailed, the fee is considered paid on the date it is postmarked. Each payment shall include a statement explaining the basis for the calculation of the fee.
• D.O.C.A.S. Nick Gottwalt executed a Grand Illinois Trail Alternate Survey to be performed by McClure Engineering Inc., for $5,000.00. The Village is requesting the Lot 8748 be surveyed and Conceptual drawings sufficient to be included into the overall Grand Illinois Trail – Critical Gap Connector project be prepared and submitted to IDOT District Two for approval as an alternate alignment.
• Ordinance No. 2018-03, An Ordinance 2018-03, (renumbering this Ordinance to Ordinance No. 2018- 03-A, at the February 20, 2018 Board Meeting due to the same Ordinance No. 2018-03 used for two different Ordinances).
Ordinance #12-51, adopted on November 20, 2012 is hereby repealed. Title II, Article 6 of the Carbon Cliff Village Code, as amended, be and is hereby amended by adding the following new Sections:
Section 19 Abandonment Of Watercraft Prohibited.
Section 20 Abandonment Of Hauling Trailers Prohibited.
Section 21 Cannabis And Drug Paraphernalia.
Section 22 Possession Of Tobacco Or Alternative Nicotine Product By Minors.
Section 23 Possession, Purchase Or Consumption Of Alcoholic Beverages By Minors.
Committee Meeting items discussed:
Public Properties Committee Meeting:
• Discussed the boiler hot water heat at Village Hall. Decided the purchase new digital thermostats and have maintenance install them.
• Discussed Bike Path and possible options to lower the price of Carbon Cliff’s portion. Extended the bike trail to lower the grade, which in turn would allow for shorter retaining walls.
• Maintenance operator will start on January 15, 2018 staggering their start time, with one of the maintenance operators starting at 7:00 a.m., 8:00 a.m., and 9:00 a.m. this will cover all the normal business hours of the Village.
Public Safety Committee Meeting:
• Sheriff’s Department had 293 calls for service in Carbon Cliff during December 2017.
• The cost to start Munices is $1,693.75. Official start date is February 1, 2018 with the Village’s first court date on February 15, 2018 at 10:30 a.m.
Public Works Committee Meeting:
• D.O.C.A.S. Gottwalt requested approval for maintenance to dismantle and scrap the old generator in Pump House A. Clerk Hopkins requested this be held off until the Village receives the official work on the current insurance claim on the old generator. Generator will not be dismantled or scraped until Village receives official letter on status of claim.
• Hoerr Construction at time of committee meeting had two sections left in Mansur Woods, Old Orchard area, RICA and Megan Drive. At time of Board Meeting these areas have all been completely televised.
• There was a major water main break at the top of Valley View Drive and Cliff Drive. This emptied the water tower and no alarms called any of the maintenance operators. Need to check the programming on the Sensaphone.
• Working on making sure all sewer lift stations have working dehumidifiers.
• Maintenance Operator need to move the diesel storage tank from Pump House A to maintenance compound yard in preparation for the new generator.
Old Business items discussed:
• D.O.C.A.S. Gottwalt checked with Illinois Municipal League Risk Management about state law on regulations on how long an employee can drive during an emergency such as snow plowing. The state does not have regulations on how long an employee can drive snow plows. IMLRMA is totally fine with the Village regulating as 12 hours on, minimum 4 hours off schedule for snow plowing.
New Business items discussed:
• IDOT has installed and has up and running starting today, the left turn light at Colona Road and Highway 84 (2nd Avenue).

Trustee Cantrell brought up that he is never really seeing the second shift Rock Island County Sheriff’s Deputy in the Village taking radar, etc. He does see him setting on Miller’s Excavating on John Deere taking radar which is outside the Village limits.
