Here is the minutes provided by the Board:

Village President Bill Hintz called the meeting to order at 7:03 p.m.

Members President: Keith Curry, Robert Dreher, Leevon Harris, Alma Neels, Larry Scott

Members Absent: Cantrell

Others Present: Chris Hicks, Dispatch / Argus Reporter; Nick Gottwalt, Director of Community & Administrative Services (D.O.C.A.S.); & Karen L. Hopkins, Village Clerk

Village President’s Agenda item discussed;

• Ordinance No. 2018-03 will increase the Home Rule Municipal Retailers’ and Service Occupation Tax rom 0.75% to 1.00% starting July 1, 2018. The signed Ordinance must be submitted to Illinois Department of Revenue on or prior to April 1, 2018 for the tax to take effect July 1, 2018.

• Clerk Hopkins signed a Customer Authorization request to install a 3” secondary riser and make secondary connection at Pump House A for the purpose of installing a new generator and transfer switch. Total cost $224.90.

Correspondence items discussed:

• Village President Hintz received a resignation letter dated January 22, 2017 from Code Enforcement Officer, Tim Gillette. Village President has accepted the resignation.

• Mediacom letter dated January 29, 2018 explaining the raise in Local Broadcast Station Surcharges:

Committee Meeting items discussed:

• Due to the snow the Annual Drive Around that was originally schedule for Monday February 12, 2018 at 4:00 p.m. is being cancelled at this time and will be rescheduled at a later date when the snow is off the ground. The Public Properties Committee will be at the normal time of 6:00 p.m.

Old Business items discussed:

• Combined radium 226 & 228 testing for period 10/1/2017 to 12/31/17 was at 6 pCi/L and the allowed limit is 5 pCi/L. EPA has notified the Village that a violation notice must be written and mailed to all properties receiving water from the Village. The letter has been written in compliance with the EPA guidelines and will be mailed to the public on Friday February 9, 2018.

• The new Cummins Generator for Pump House A has been delivered. The Village had to arrange with Rock River Electric to set it. They arranged for a crane to unload the generator and set it on the outside concrete slab, where the old diesel fuel storage tank was for the old generator. Two panels of the privacy fence around the slab had to be removed due to the size of the generator. The generator does hang over the concrete pad, currently it seems to be stable without any modifications to the concrete pad. River City Electric will continue to finish the installation of the new generator.

• Update on Grand Illinois Trail Shared-Use Path (Section 10-00145-00-BT; Project TE-00D2 (090); Job No. P-92-044-00; ITEP #s 201200, 220025 and 229028). East Moline City Engineer Tim Kammler sent a letter dated January 26, 2018 to Kevin Marchek, P.E., Deputy Director of Highways, Region 2 Engineer, 819 Depot Avenue, Dixon, IL. Also address to the attention of Anthony Baratta and Laura Connolly. RE: Request to Segment Project Construction. Municipalities of East Moline, Silvis, and Carbon Cliff are requesting to segment the Project’s construction limits due to funding shortfalls. Current costs are estimated at a $1.87M shortfall in the 80% federal share of the project for solely Construction and CE funds. Local Agency funds are not available to cover this overrun along with the additional 20% share. Requesting to construct the East Moline and Silvis segments of the Project with currently awarded funds. Remaining segments through Carbon Cliff and Colona would be constructed at a later date when additional funding is secured.

New Business items discussed;

• Received a copy of a complaint filed with the Circuit Court of the 14th Judicial Circuit Court, Rock Island County, Court Case #2018tx1 regarding a 2016 Tax Objection Complaint filed by First Financial Group, L.C. on all the properties they own in Rock Island County. Currently they own four (4) properties in Carbon Cliff.

First Financial is requesting all their properties receive the states of Owner-Occupied, when they are owned by First Financial and are rent to own properties.

When this was originally filed in 2016, Clerk Hopkins spoke with Village Attorney Kathleen Field Orr on protect and fitting the request. She stated it would cost the Village more money that we would lose if the Owner-Occupied status for tax break was granted.

Clerk Hopkins also spoke with Dave Ross, Administrator for Rock Island County about this protest. He informed the Clerk that Rock Island County has attorneys on retainer in Springfield, that are paid one set cost for all legal work done during the year. Rock Island County will be protesting this request.

b. Acknowledge and ratify Village Clerk, Karen L. Hopkins’ approval of a Mid-American Energy’s Customer Authorization request to install a 3” secondary rise and make secondary connection at Pump House “A” for the purpose of installing a new generator and transfer switch.
