Village of Carbon Cliff Village Board of Trustees met February 20.

Here is the minutes provided by the Board:

Village President Bill Hintz called the meeting to order at 7:06 p.m.

Members President: Keith Curry, Robert Dreher, LeeVon Harris, Alma Neels, Larry Scott

Members Absent: Cantrell

Others Present: Nick Gottwalt, Director of Community & Administrative Services (D.O.C.A.S.); & Karen L. Hopkins, Village Clerk

Village President’s Agenda item discussed:

• Ordinance No. 2018-04 is for Jack Kusek with McClure Engineering to work on a response to EPA with a time line and short-term solutions for the high amount of radium. Cost $2,500.00.

• Ordinance No. 2018-05 is for planned equipment maintenance agreement for Oman 150kw Generator at Pump House A and Kohler 60kw at Pump House B for three years, three times per year with Cummins Inc. Rock Island, IL. Price $2,120.31 1st year; $2,184.36 2nd year; $2,250.49 3rd year.

• Ordinance No. 2018-06 is a maintenance agreement for environmental systems, service boiler, furnace, and air conditioners twice a year for three years with Northwest Plumbing, Heating and Air Conditioning, Davenport, IA. Price is $1,202.00 per years with all three years at same price.

Meetings / Conferences:

• D.O.C.A.S. Nick Gottwalt will be attending the 2018 Illinois Association of Floodplain and Stormwater Management Conference, March 14-15, 2018 at the Tinley Park Convention Center “Holiday Inn”.

Old Business items discussed:

• Discussed seeding at Ball Park off N 1st Avenue and State Street. Nick Gottwalt had received pricing from Nature Scrape, cost for reseeding all the ballpark is $1,529.00. Ball practice will begin March 19, 2018 with games starting last of April or May 1st, 2018.

• Trustee Dreher requested D.O.C.A.S. to call PIPCO and check on the status of the new lights to be installed over the Village Hall sign.

Committee Meeting items discussed:

Public Properties Committee Meeting – Chairman Larry Scott read the minutes from the February 12, 2018 Committee Meeting.

• Discussed purchasing the skid steer that was approved for 2018 budget. Trustee would like more bids and a dealer that is here in the Quad Cities.

• Northwest Mechanical quoted a three-year maintenance contract for preventative maintenance on the boiler, furnace, and two air conditioners. Trustee would like D.O.C.A.S. Gottwalt to contact Northwest Mechanical and have the escalation amount each year waived.

• Aerator, bubbler, at the park has stopped working. It appears to need the new pump that is on ground beside the pond. When installing a new one, it will be mounted above where the flooding happens, to protect the motor.

• Open House for the new Village Hall at 1001 Mansur Avenue is set for Saturday April 21, 2018 10:00 a.m. to 1:00 p.m.

• Discussed the Rock Island County Health Department has arranged with Illinois EPA for a free tire collection event like in 2016.

• Maintenance Department need to be moved and operating out of the new Village Hall by April 1, 2018.

• Reseeding of the damage areas from flooding, at the ball diamonds will be done this spring.

• Materials for dug out replacement has been purchased. This will start when weather permits.

• Committee approved the restocking of the Village pond by purchasing fish from the 2018 Rock Island County Soil and Water Conservation District.

Public Safety Committee Meeting - Chairman Alma Neels read the minutes from the February 12, 2018 Committee Meeting.

• Discussed the free tire pick up.

Public Works Committee Meeting – Chairman Keith Curry read the minutes from the February 13, 2018 Committee Meeting.

• Utility Service Partners Inc. will be mailing out the Sewer Campaign materials on January 30th.

• Discussed the need to have water valves repaired, sewer manholes repaired as necessary and it is felt there are not enough water valves to turn off and isolate water main breaks.

• Road repairs to concrete street at top of Valley View Drive will be paid for with water funds. This will be scheduled when weather permits.

• Village received letter from Illinois EPA wanting a time line of short term and long-term solutions for lowering the Radium levels, within 45 days. Jack Kusek with McClure Engineering with draft the letter.

Administration Committee Meeting – Chairman LeeVon Harris read the minutes from the February 13, 2018 Committee Meeting.

• Basically, went over reports submitted to committee.

Motion 1: Motion by Curry to establish Consent Agenda, as follows:

a. Adopt Ordinance No. 2018-04, “An Ordinance Authorizing Execution Of A Proposal For Professional Engineering Services – Water System EPA Issues With McClure Engineering Associates Inc., Ottawa, IL.”

b. Adopt Ordinance No. 2018-05, “An Ordinance Approving The Execution Of A Planned Equipment Maintenance Agreement For Onan 150kw Generator At Pump House A And Kohler 60kw At Pump House B For Three Years With Cummins Inc., Rock Island, Illinois.”

c. Adopt Ordinance No. 2018-06, “An Ordinance Approving The Execution Of A Maintenance Agreement For Environmental Systems, Service Boiler, Furnace, And Air Conditioners Twice A Year For Three Years With Northwest Plumbing, Heating And Air Conditioning, Davenport, IA 52807.”

IEPA ID #1618100014 – Description of Project: Annual closure and post-closure care cost inflation update and the addition of the Phase 14 separation layer of 4.4 acres. Placed on view for public comment; and

k. February 5, 2018, Illinois Commerce Commission, MidAmerican Energy Company – Reconciliation of revenues collected under the EECR riders with the actual costs associated with energy efficiency programs. Docket #18-0181. Notice is hereby given by the Administrative Law Judge that a Prehearing Conference in the above entitled matter will be held at the offices of the Commission, Springfield, Illinois, Leland Building, 527 East Capital Avenue, on February 21,2018, at the hour of 9:00 A.M. – placed on view for public comment.
