City of Moline Traffic Engineering Committee met Nov. 4.

Here is the minutes provided by the committee:

Scott Hinton called the meeting to order at 1:41 p.m.

Agenda Items:

1. Approval of minutes for the Traffic Engineering Committee meeting of September 5, 2019. Motion to approve minutes by Russell, seconded by Regenwether. Motion carried unanimously.

2. Request for no parking between signs to be installed at the midblock crossing across 8th Street, south of 11th Avenue, at the set of stairs from the east parking lot to the center entrance. Staff has received a request from a representative at the Ben Butterworth Center to prohibit parking near the steps of their east lot. Patrons are having difficulty seeing oncoming traffic due to parked vehicles. Staff recommends installing two “no parking between signs” at each side of the stairs. Motion to approve the request by Moore, seconded by Russell. Motion passed unanimously.

3. Request for no parking on west side of 43rd Street, from 5th Avenue to 7th Avenue. Staff has received a request from a group of residents in the area of 43rd Street and 5th Avenue to prohibit parking on the west side of 43rd Street. Currently there is prohibited parking on the east side of 43rd Street. Vehicles parked on the west side of 43rd Street, south of 5th Avenue causes line of sight issues for southbound vehicles; however, the request was for the entire section of 43rd Street from 5th Avenue to 7th Avenue. Motion to prohibit parking on the west side of 43rd Street between 5th and 7th Avenue by Regenwether, seconded by Russell. Motion passed unanimously.

4. Request for no parking here to corner signs at the intersections of 24th Street & 5th Avenue (NE Corner), 25th Street & 5th Avenue (SE corner), and 25th Street & 6th Avenue (NW Corner). Staff has received a request from a resident with line of sign concerns. The resident is requesting “no parking here to corner” signs. Staff recommends approving the request. Within the last 5 years, there is a history of accidents at all three intersections where parked vehicles may have contributed to an accident; two at 24th Street & 5th Avenue, three at 25th Street & 5th Avenue, and one at 25th Street & 6th Avenue (parked vehicles listed as the cause of the accident). Motion to approve the request by Moore, seconded by Russell. Motion passed unanimously.

5. Other. Staff received a request from a resident to install yield signs at 29th Avenue Court Drive, 30th Avenue Court, 31st Avenue Court, and 32nd Avenue Court. Staff denied the request based on no history of accidents. Motion to deny by Russell, seconded by Regenwether. Three in favor, one opposed.

Motion to adjourn by Scott Hinton, seconded by Regenwether. Motion carried unanimously. Meeting adjourned at 2:38 p.m.
