Rock Island City Council met March 23.

Here is the minutes provided by the council:

2.Call to Order

Mayor Thoms called the meeting to order at 6:45 p.m. and welcomed everyone.

3.Roll Call

Mayor Thoms asked the Deputy Clerk to call the roll.

Present: Mayor Mike Thoms, Alderman Mark Poulos, Alderman Dave Geenen (via remote), Alderman Randy Hurt (via remote), Alderman James Spurgetis (via remote), Alderwoman Jenni Swanson, and Alderman Dylan Parker (via remote).

Absent: Alderman Ivory D. Clark.

Staff: City Manager Randy Tweet, City Attorney Dave Morrison (via remote), Deputy Clerk Josh Adams, and other City staff.

4.Pledge of Allegiance

Mayor Thoms led in the saying of the Pledge of Allegiance.

5.Moment of Silence

Mayor Thoms asked for a moment of silence. A moment of silence was observed.

6. Minutes of the March 9. 2020 meeting.

MOTION:

Alderman Spurgetis moved to approve the minutes as printed; Alderman Poulos seconded.

7. Public Comment

There were no members of the public present or via call to comment.

8. Update Rock Island by Mayor Thoms

City of Rock Island Office Closures - In the interest of public health and safety, City Hall will be closed to the public until further notice. Water payments may be placed in the secure drop box on the corner of 16th Street and 3rd Avenue. Envelopes for your payment and applications for City services have been placed in the vestibule of City Hall for your convenience. The Martin Luther King Center, RIFAC, Libraries, and the Refuse and Yard Waste Drop Off are also closed until further notice.

2020 Census - Data collected from the Census is vital information for your community leaders to make decisions like transportation, targeted community services, business development, and public safety. A fair and accurate count will not only protect Rock Island's representation in Congress, but it will ensure that the City, schools, and non-profits receive their fair share of federal dollars that will impact them for the next ten years.

In mid-March, homes across the City will receive invitations to copmlete the 2020 Census. Once the invitation arrives, you should respond for your home in one of three ways; online, by phone, or by mail. Community organizations have volunteered to be community kiosks for residents who need assistance in filling out the Census online. A directory listing locations and hours can be found at www.wecountqc.org.

The Census only takes ten minutes to fill out. It's easy, quick, and 100% confidential. Don't miss your chance to participate in the nation's largest peacekeeping mobilization, respond to the Census and be counted.

9.Proclamation declaring March 30, 2020 through April 3, 2020 as Boys & Girls Clubs Week in the City of Rock Island.

Deputy Clerk Josh Adams read the proclamation. Mayor Thoms read his declaration and said members of the public are usually invited to receive proclamations and discuss their organization, but due to current events it is not possible.

10. Proclamation declaring April 2, 2020, as Junior Achievement Day in the City of Rock Island.

Deputy Clerk Josh Adams read the proclamation. Mayor Thoms read his declaration and said Junior Achievement does a great job of getting into the classrooms and teaching real-life experiences.

11. Proclamation declaring the month of April, 2020 as Earth Month in the City of Rock Island.

Deputy Clerk Josh Adams read the proclamation. Mayor Thoms read his declaration and said the City of Rock Island has also done their part by passing ordinances and implementing energy savings throughout the City as well as recycling.

12. Claims

These claims were read a second time due to technical difficulties that disconnected the remote participation of some Council members.

a.Report from the Information Technology Department regarding payment in the amount of $18,334.10 to System Innovators of Chicago, IL for the iNovah System annual support maintenance.

b.Report from the Public Works Department regarding payment in the amount of $18,684.90 to McClintock Trucking & Excavating Inc. of Silvis, IL for services provided at 2038 31st Street and 37 Berkshire Drive as part of the Sewer Lateral Repair Program, Project 2564.

c. Report from the Public Works Department regarding payment in the amount of $3,921.96 to McClintock Trucking & Excavating Inc. of Colona, IL for services provided at 2118 5th Street as part of the Water Service Repair Program, Project 2526.

MOTION:

Alderman Spurgetis moved to approve the minutes as printed; Alderman Poulos seconded.

VOTE:

Motioni passed on a 6-0-1 voice vote. Aye: Poulos, Geenen, Hurt, Spurgetis, Swanson, and Parker. Nay: None. Absent: Clark.

13. Claims for the week of March 5, 2020 through March 12, 2020 in the amount of $916,962.98; for the week of March 13, 2020 through March 19, 2020 in the amount of $350,839.76, and payroll for the week of February 24, 2020 through March 8, 2020 in the amount of $1,491,071.05.

MOTION:

Alderman Spurgetis moved to allow the claims and payroll.

VOTE:

Motion passed on a 6-0-1 roll call vote. Aye: Poulos, Geenen, Hurt, Spurgetis, Swanson, and Parker. Nay: None. Absent: Clark.

14. ACH Payments for the month of February 2020 in the amount of $846,200.43.

MOTION:

Alderman Poulos moved to approve the ACH payments; Alderwoman Swanson seconded.

VOTE:

Motion passed on a 6-0-1 roll call vote. Aye: Poulos, Geenen, Hurt, Spurgetis, Swanson, and Parker. Nay: None. Absent: Clark.

15. Purchase Card Claims for the period of January 28, 2020 through February 26, 2020 in the

Alderwoman Swanson moved to approve the purchase card claims; Alderman Poulos seconded.

VOTE:

16. Report from the Public Works Department regarding bids for the 2020 Sidewalk and Pavement Patching Program projects, recommending the bid be awarded to Walter D. Laud Inc. of East Moline, IL in the amount of $791,671.00.

MOTION:

Alderman Poulos moved to award the bid as recommended and authorize the City Manager to execute the contract documents; Alderwoman Swanson seconded.

Alderman Parker recused himself from the vote due to the nature of his employment.

VOTE:

Purchase Card Claims for the period of January 28, 2020 through February 26, 2020 in the amount of $70,393.73.

Motion passed on a 5-0-1 roll call vote. Aye: Poulos, Geenen, Hurt, Spurgetis, and Swanson. Nay: None. Absent: Clark.

17. Report from the Finance Department regarding an adjustment to the CY 2020 Budget,increasing the Community and Economic Development Department's North 11th Street TIFDistrict expense budget by $40,000.

Alderman Spurgetis moved to approve the budget adjustment as recommended; AlderwomanSwanson seconded.

VOTE:

Motion passed on a 6-0-1 roll call vote. Aye: Poulos, Geenen, Hurt, Spurgetis, Swanson, andParker. Nay: None. Absent: Clark.

18. Report from the Finance Department regarding an adjustment to the CY 2020 Budget for theCommunity & Economic Development Department for the Redevelopment Agreement withNicole Watson-Lam of 2nd Avenue Investment Group, Inc. in the amount of $100,000.

Alderwoman Swanson moved to approve the budget adjustment as recommended; AldermanPoulos seconded.

19. Report from the Finance Department regarding an adjustment to the CY 2020 Budget,increasing the Parks and Recreation Fund revenue and expense budgets by $50,000.

21. Report from the Mayor regarding the reappointment of Chief Jeff VenHuizen to the Rock IslandCounty Joint Animal Control Board and Vanessa Trice to the Fire and Police Commission.

Alderman Poulos moved to approve the reappointments as recommended; AlderwomanSwanson seconded.

VOTE:

22. Other Business

Alderman Hurt said the City is doing a good job of handling the situation with regards to theCOVID-19 pandemic, and that everyone has worked well together. He said he appreciates theinformation that has been passed on to the Council.

23. Motion to Adjourn

Alderman Spurgetis moved to adjourn the meeting; Alderman Poulos seconded.
