City of Rock Island City Council Met Aug. 10.

Here is the agenda provided by the council:

1. As part of his Executive Order in response to Covid-19, #2020-07, section 6, Governor Pritzker announced provisions of the Open Meetings Act requiring in-person attendance by members of a public body are suspended, specifically the requirement that a public body must be physically present and the conditions limiting when remote participation is permitted.

On Friday, June 12, 2020, the Governor signed P.A. 100-640 (SB2135) into law amending the OMA to expressly authorize public bodies to meet remotely without the otherwise required quorum present during a declared public health disaster such as those related to Covid-19.

This City Council meeting will be held both in person and remotely. 9. Consent Calendar for Outstanding Ordinances

a. An Ordinance designating an honorary name to the City street currently known as Glenhurst Court in memory of De'Mar Bester.

b. An Ordinance establishing a one-way street heading northbound on 35th Street between 6th and 7th Avenues.

c. An ordinance granting a Special Use Permit to Gregory Ballard to maintain a small voice recording business at 3635 15th Street.

d. An Ordinance establishing Type B residential parking only on 42nd Avenue from 9th Street to 952 42nd Avenue.

e. An Ordinance removing a handicapped parking space at 612 6th Street.

f. An Ordinance removing a handicapped parking space at 546 22nd Avenue.

g. An Ordinance declaring certain Fire SCBA Equipment owned by the City as surplus and disposal of same.

h. An Ordinance granting a Special Use Permit to Michael Whiteside to operate a bar and grill at 3737 14th Avenue.

i. An Ordinance authorizing the ceding of private activity bonding authority.

j. An Ordinance removing a handicapped parking space at 1916 9th 1/2 Street.

k. An Ordinance granting a Special Use Permit to Justin Farley for a music studio and public event facility at 4401 7th Avenue.

l. An Ordinance granting water service outside the City limits to Tom Scot at 2901 47th Avenue.

m. An Ordinance allowing a handicapped parking space in front of 1029 - 17th Avenue.

n. An Ordinance banning parking on the east side of 41st Street, between 18th and 20th Avenues.

o. An Ordinance installing 4-way stop signs at the intersection of 25th Avenue and 29th Street.

p. An Ordinance establishing the parking lot of the Greater Antioch Baptist Church, 929 14th Street as a City Ordinance Lot.

Motion whether or not to approve Ordinance items a through p.

10. Claims

a. Report from the Human Resources Department regarding payment ot David G. Morrison, Rock Island, IL, in the amount of $22,866.48 for legal services rendered from June 30th through July 30th, 2020.

b. Report from the Public Works Department regarding payment to McClintock Trucking and Excavating Inc., Silvis, IL for the Sewer Lateral Repair Program, Project 2564, for services provided at 2124 23rd Avenue, $8,540.90; 3735 37th Avenue, $7,191.50; 3323 25th Avenue, $11,970.41; 3205 34th Street, $5,313.33; 3115 22nd Avenue, $8,593.85; 3015 35th Avenue, $5,772.54 and 2431 45th Street, $7,882.56 for a total payment of $55,265.09.

c. Report from the Public Works Department regarding payment to McClintock Trucking and Excavating Inc., Silvis, IL for the Water Service Repair Program, Project 2526, for services provided at 1417 31st Street in the amount of $1,375.56.

Motion:

Motion whether or not to approve claims items a through c as recommended.

11. Claims for the week of July 17th through July 23rd, 2020 in the amount of $828,668.51; for the week of July 24th through 30th, 2020 in the amount of $979,685.12; and payroll for the weeks of July 13th through July 26, 2020 in the amount of $1,525,025.01.

Motion whether or not to allow the claims and payroll.

12. Report from the Community and Economic Development Department regarding the bids for the demolition of 19 Partridge Circle, recommending the bid be awarded to Valley Construction, Rock Island, IL for the amount of $29,500.00.

Motion whether or not to award the bid as recommended and authorize the City Manager to execute the contract document.

13. A report from the Community and Economic Development Department regarding a HUD CDBG-CV partial Funding allocation for the Rock Island Milan School District #41 Community Internet Equity Project.

Motion whether or not to approve the expenditure as recommended and authorize the City Manger to execute the Sub-Recipient Agreements with the school district.

14. Report from the Community and Economic Development Department regarding the sale of City owned real estate described as 1417 11th 1/2 Street, Parcel 094309, PIN 1602128008 to Monica Dewith for $842.50 plus closing costs.

Motion whether or not to approve the sale of the property as recommended, authorize the City Manager to execute the sale agreement and consider, suspend the rules and pass the ordinance.

15. Report from the Community and Economic Development Department regarding the purchase of the southeastern 6' by 43.5' strip of real estate located at 1337 14th 1/2 Street for $3,500.00 plus closing costs.

Motion:

Motion whether or not to approve the purchase as recommended and authorize the City Manager to execute the purchase agreement.

16. Report from the Community and Economic Development Department regarding the purchase of eastern 5' by 45' strip of real estate located at 1343 14th 1/2 Street for $1 plus closing costs.

Motion whether or not to approve the purchase as recommended and authorize the City Manager to execute the purchase agreement.

17. Report from the Finance Department regarding the Municipal Compliance Reports for the Fiscal Year ending December 31, 2019 from the Police Pension Fund and the Fire Pension Fund.

Motion whether or not to accept the reports as recommended.

18. Report from the Finance Department regarding a Resolution of the City of Rock Island, Illinois declaring its official intent to reimburse certain capital expenditures from the proceeds of future debt issues.

Motion whether or not to adopt the resolution as recommended.

19. Report from the Traffic and Engineering Committee regarding a request from Ashley Carlton, 1528 44th Street, to remove the handicapped parking space in front of the residence.

Motion whether or not to approve the request as recommended and direct the City Attorney to prepare the necessary paperwork.

20. Report from the Traffic and Engineering Committee regarding a request from the Martin Luther King Jr. Community Center to place their parking lot at 630 9th Street under City Ordinance (Section 9-42) control.

Motion whether or not to approve the request as recommended and direct the City Attorney to prepare the necessary paperwork.
