City of Moline Traffic Engineering Committee met Oct. 4.

Here are the minutes provided by the committee:

Chairperson, Laura Klauer, called the meeting to order at 1:30 p.m. in the Public Works Conference Room.

Traffic Engineering Committee meeting minutes of September 6, 2022: PASSED

AGENDA ITEMS

1. Request for Traffic Study due to speeding cars on 29th Street, between 16th – 18th Avenues.

Explanation: Resident states this is a heavy traffic area with speeding vehicles. Resident would like a traffic study done and possibly a stop sign on this road. She states there are many pedestrians and deer that cross this street.

Staff Recommendation (9/6/2022): Josh Whiting visited this site and confirmed that, within a 15- minute period, he witnessed four pedestrians walking in this area. He did not witness speeding vehicles. Matt Russell made motion to place a portable speeding sign in each direction (north and southbound) for 8 days each, obtain traffic accident reports for last five years, and discuss results at October 4, 2022 Traffic Committee Meeting. Josh Whiting seconds motion. Item tabled.

Staff Recommendation (10/4/2022): The portable speed sign was placed in “incognito” mode only on the southbound side, as the northbound side did not have suitable post. Data collected shows average speed being 22.75 mph, with 85% speed being 31 mph.

By city ordinance, speed limit in neighborhoods is 30 mph.

Crash reports show one in 2019 involving car/deer and one in 2021, involving a hit & run of a parked vehicle. Data does not indicate a speeding problem. Based on traffic count and accident history, Matt Russell made motion to deny request, Laura Klauer seconded motion. Request is denied.

2. Resident at 2203 18th Street C is requesting “no parking” signage east side of 18th Street C across from her driveway.

Explanation: Resident complains that, due to the street being too narrow, it is difficult for her to back out of her driveway when cars are parked directly across the street on 18th Street C. She recommended “no parking between signs” be placed in this area.

Staff Recommendation: Resident’s block is 25’ in width, which by ordinance, does allow for parking on one side of the street. Historically, these requests are denied due to ordinance. Restricting parking would affect the neighborhood, resulting in increased traveling speeds. David Dryer made motion to deny request. Laura Klauer seconded motion. Request is denied.

3. Resident requesting 10th Avenue between 41st and 42nd Streets be signed as a “snow route, no parking”.

Explanation: Resident at 4114 10th Avenue states she has called PD many times to move vehicles that are parked on 10th Avenue. She states that residents of the Spring Brook Courts park their cars here and leave them parked for days.

Staff Recommendation: There has been history of parking complaints from Spring Brook Courts on other street locations. Matt Russell confirmed that there is a parking limit of 48 hours. Vehicles parked over 48 hours are considered abandoned. Per ordinance, the road is 25’ wide. Therefore, parking is allowed on one side, in this case the south side. There is no parking allowed on north side. David Dryer made motion to deny request. Matt Russell seconded motion. Request denied.

Resident to be instructed to contact PD if she notices vehicles being parked for an extended time or if she notices vehicles parked on north side of street.

4. Enforcement of “Processes and Policies of the Traffic Engineering Committee”.

Explanation: Committee to review the processes and policies for traffic requests/concerns. The processes and policies are found on the City of Moline’s website at https://www.moline.il.us/1540/Traffic-Engineering-Committee

Staff Recommendation: Committee reviewed the “request for traffic control investigation/improvement” form. Moving forward, residents will be directed to the city website to obtain and complete the form. Upon completion of form, the request will be added to the agenda. There is also a consent form the resident may use to obtain signatures from surrounding neighbors. The consent form will not be required.
