14.1 3029-2022 An Ordinance amending Chapter 34, “WATER AND SEWERS,” of the Moline Code of Ordinances, by repealing Chapter 34 in its entirety and enacting in lieu thereof one new Chapter 34 dealing with the same subject matter.
14.2 3030-2022 An Ordinance amending Chapter 20, “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 10 thereof, “NO PARKING HERE TO CORNER,” by including Third Street, on the east side, from Twelfth Avenue, south for a distance of 30 feet.
15. Consent Agenda - Resolutions
15.1 1133-2022-R A Resolution authorizing the Mayor and City Clerk to execute and attest to a Memorandum of Understanding between the City of Moline, City of Rock Island and County of Rock Island setting forth the terms for submitting a joint application for funding and authorizing staff to do all things necessary to submit the subsequent grant application currently available through the U.S. Department of Justice 2022 Edward Byrne Memorial Justice Assistance Grant Program.
Overview: Staff seeks approval to enter into the revised Memorandum of Understanding between the City of Moline, City of Rock Island and the County of Rock Island, in regard to the joint application for funding available from the U.S. Department of Justice and submit the subsequent grant application. The previous MOU did not include the City of Rock Island. The Moline Police Department has received the JAG grant for the past 10+ years. Serving as fiscal agent, upon receipt of the JAG funding; Moline will pay Rock Island County the sum of $3,030.90 as its portion (10%) of the grant as a disparate district for its Computer
Replacement Project; Moline will pay Rock Island the sum of $11,152.80 for its Emergency Response Vehicle Modification and Investigative Tool Projects; Moline will retain the sum of $16,125.30 for its Less Lethal Weapon Deployment Project for a total allocation of $30,309. The funds for this grant must be utilized for criminal justice purposes.
Staff Recommendation: Approval
Fiscal Impact: Less lethal weapons are not budgeted; grant funding is needed to purchase these items.
15.2 1159-2022 A Resolution authorizing the Mayor and City Clerk to execute and attest to a Professional Services Agreement with FGM Architects, Incorporated (FGMA) for Moline Central Fire Station that shall serve as a master agreement; and authorizing the Mayor and City Clerk to execute and attest to Amendment No. 1 to the Professional Services Agreement with FGM Architects, Incorporated (FGMA) for New Central Fire Station, Phase 1 - Fire Sector Programming Study and Location Analysis, for the amount of $96,400 and an additional allowance of $15,000 for geotechnical borings, if required.
15.3 1170-2022 A Resolution amending the City of Moline’s Façade Improvement Program Guidelines.
Overview: The purpose of the City of Moline’s Façade Improvement Program (FIP) is to provide financial assistance to property owners (or tenants with property owner’s approval) for the rehabilitation of facades on tax generating structures in Moline’s Commercial areas. The approval of this resolution will amend the guidelines of the Façade Improvement Program to allow for the eligibility of industrial used or zoned properties to receive
assistance in renovating the façade of the office portion of the property as long as it is visible from the public right-of-way.

15.4 1171-2022 A Resolution authorizing City staff to do all things necessary to implement the 2023-2027 Façade Improvement Program.
Overview: The approval of this resolution will authorize City staff to do all things necessary to implement the 2023-2027 Program on behalf of the City, including application review and approvals, loan agreement, promissory note, real estate mortgage and personal guarantee execution and recording as necessary in accordance with the application guidelines and requirements. Additional documentation attached.

17. Non-Consent Agenda - Resolutions
17.1 1172-2022 A Resolution authorizing the Mayor and City Clerk to execute and attest to an Administrative Services Agreement by and between the City of Moline and Renew Moline, Inc., to operate the Moline Centre Program.
Overview: The Moline Centre Program, created in 2009 as an independent Organization, became a division of the City in 2010. To ensure its continued viability, the City has re assessed its involvement in the Moline Centre Program (“the program”), and certain operational and administrative responsibilities for certain Special Service Areas ("SSAs"), and has determined that the administration of the program and operations and administrative responsibilities for certain SSAs is better suited by an entity operated independently from the City. The City and Renew Moline believe that Renew, acting on behalf of the City, is well suited to oversee and coordinate the Moline Centre Program and activities as well as provide operational and administrative services for certain SSAs.

18. Non-Consent Agenda - First Reading Ordinances
18.1 3031-2022 An Ordinance amending Chapter 20 “MOTOR VEHICLES AND TRAFFIC,” of the Moline Code of Ordinances, Appendix 3 thereof, “PEDESTRIAN CROSSING SIGNALS,” by including Midblock on 48th Street, 675 feet south of 12th Avenue; Midblock on River Drive on the west side of the intersection of 41st Street; Midblock on River Drive, 935 feet east of 25th Street; Midblock on 53rd Street, 175 feet north of 19th Avenue; Midblock on 53rd Street, 200 north of 36th Avenue Court; and Midblock on 34th Avenue, 1080 feet west of 7th Street (East Moline).
Overview: There are six additional pedestrian crossing signals already installed and functioning in Moline that need to be added to the Code of Ordinances. These pedestrian crossings include push buttons to alert drivers of pedestrians needing to cross the street. These have been installed in locations with high pedestrian traffic.

18.2 3032-2022 An Ordinance amending Chapter 34, “WATER AND SEWERS,” of the Moline Code of Ordinances, Section 34-3200, “SEWERAGE RATE SYSTEM” by repealing said sections in their entirety in lieu thereof new Sections 34-3200, dealing with the same subject matter.
Overview: A cost of service analysis was conducted as directed by a round table discussion on September 20, 2022. That analysis shows a rate adjustment is recommended for outside customers and regional customers discharging to the Rock River Valley Regional Sewer System.
Staff Recommendation: Approval
Fiscal Impact: $200,000 new revenue to the WPC Fund
18.3 3033-2022 An Ordinance amending Chapter 8, "BUILDINGS AND OTHER CONSTRUCTION AND BUILDING SERVICES," Article VII, Division 3, "Emergency Radio System Coverage."
Overview: With the implementation of the new Integrated P25 Emergency Radio Tower System, it is imperative that the ordinance is revised to include the new national standards of P25 radios. Moline Fire and Police staff have collaborated in the proposed revision. Additional information attached.
