Roll Call
Roll call was taken with Mayor Rayapati, Alderpersons Williams, Wendt, Moyer, Waldron and Schmidt present. Absent: Alderpersons Timion and O’Brien.
Questions on the Agenda
Items 10.5, Council Bill 3025-2022, and 10.6, Council Bill 3026-2022, have been pulled from the Consent Agenda and will appear on the Non-Consent Agenda on September 27, 2022.
Roundtable Discussion
8.1 Enterprise Fund Finances. Director of Utilities Tony Loete explained that rates and fees associated with the enterprises would be presented this evening. The four enterprise funds include water pollution control, stormwater, water and sanitation. Loete reviewed the attached presentation. There was discussion. Alderperson Wendt stated that the Code must be corrected before rate changes go into effect. Mike Doi, Director of Public Works, explained proposed sanitation rate increases. It was noted that the sanitation rate comparison may include different services among municipalities. It was suggested that the first bulky pick-up should continue to be free, with the second pick-up of the year charged at a much higher rate. It was also suggested that parameters be placed on the size (cubic yards) of the load. Carol Barnes, Director of Finance, explained cash flow. It was noted that refuse carts are nearing end of life and that as the cart debt drops off, funds might be set aside to fund new carts. It was suggested that residents be incentivized to use smaller refuse carts and recycle more. Barnes stated that staff recommends 2023 monthly fee increases per household of $1.12 for stormwater and $1.70 for sanitation. Monthly utility billing is targeted to be implemented in 2024. Investigating the potential benefit of privatizing utility billing while maintaining the current level of service was suggested. Bob Vitas, City Administrator, has authorized Loete to investigate the benefits of regionalization. Ten municipalities in the Neptune network are interested in engaging in this discussion. J.P. Jolly, Muniworth, explained the financial models for the four enterprise funds. Consensus of Council was to increase the wholesale rate and raise water and waste water rates for customers outside of the city limits.
8.2 Growth Areas South of the Rock River. Ryan Hvitok, Director of Community & Economic Development, explained that there has been little residential development in the past 20 years. We must look south of the Rock River. A history was reviewed. The most recent plan, created in 2013, was very comprehensive and included 6,000 acres from the Rock River to 120th Avenue, Milan to Coal Valley. Staff recommends an examination and update of this plan. Challenges of this area include topography, utilities/roadway infrastructure, the airport and current development ordinances (PUD and subdivision regulations). Annexation agreements with Coal Valley and Milan are expiring and need to be renewed.
Development of a methodical annexation plan and design manual are planned. Discussion had.

Second Reading Ordinances
10.1 3021-2022 An Ordinance amending multiple sections of Chapter 34 regarding fee updates.
10.2 3022-2022 An Ordinance amending Chapter 24, “PERSONNEL,” of the Moline Code of Ordinances, Section 24-3207, Appendix 1, by adding a job description for Right-of-Way Utility Technician.
10.3 3023-2022 An Ordinance designating the Skelly Gas Station located at 820 5th Avenue, Moline, Illinois, as a locally designated landmark.
10.4 3024-2022 An Ordinance amending Chapter 35, “ZONING AND LAND DEVELOPMENT,” of the Moline Code of Ordinances, by enacting an amendment to the Zoning Map, incorporated therein as Section 35-3103 (151 19th Avenue).
10.7 3027-2022 An Ordinance amending Chapter 11, “FIRE PREVENTION AND PROTECTION,” of the Moline Code of Ordinances, Section 11-1101, “LOCAL AMENDMENTS TO FIRE CODE,” Section 11-1101.1, “FEES,” and Section 11-2116, “SAME-FEES,” by adding amendments to reflect the new fee structure as a result of the 2022 Fee Review, effective January 1, 2023.
Resolutions
11.1 1163-2022 A Resolution authorizing the Mayor and City Clerk to execute and attest to Task Order No. 22-03 with Strand Associates, Inc. for engineering services related to design, implementation oversight and integration of SCADA and cybersecurity improvements at the Water Treatment Plant for $317,000.
11.2 1164-2022 A Resolution approving the Honorary Street Designation in honor of David B. Sears; and authorizing the Director of Public Works to effectuate the fabrication and installation of approved signs.
Omnibus Vote
Alderperson Wendt, seconded by Alderperson Schmidt, moved to approve and adopt, by omnibus vote, these items. Motion carried on roll call with the following vote: ayes: Alderpersons Waldron, Schmidt, Williams, Macias, Wendt and Moyer; nays: none.
Miscellaneous Business
Mayor Rayapati indicated that she and Alderperson Macias attended the Illinois Municipal League Conference last week. She also acknowledged that there are many activities happening in the City.
Alderperson Williams shared that the annual Belgian Fest was a very successful with record participation.
Alderperson Macias thanked Tony Loete, Director of Utilities, for his leadership and representation of the City.
Alderperson Moyer stated that the pickleball tournament was a great success.
Tony Loete, Director of Utilities, acknowledged WPC Treatment Operations Manager Greg Pyles for his persistent efforts in obtaining permits at North Slope that will result in connecting fees savings of $30,000 to $50,000.

1. Alderperson Williams, seconded by Alderperson Wendt, moved for Executive Session, for the purpose of discussion of Property Acquisition-5 ILCS 120/2(C)(5). Motion carried on roll call with the following vote: ayes: Alderpersons Williams, Macias, Wendt, Moyer, Waldron and Schmidt; nays: none.
